Project Manager
Job Description Primary Roles and Responsibilities Project Oversight – Owner’s Representative

Serve as the Owner’s Representative, ensuring the project aligns with the owner’s vision, objectives, and requirements.

Lead and manage capital manufacturing projects from conceptual design through operational verification (full project lifecycle), coordinating multidisciplinary internal and external teams to safely achieve project objectives.

Oversee the construction of pharmaceutical manufacturing facilities, ensuring projects are delivered on time, within budget, and in compliance with the highest quality standards.

Provide strong focus on process systems, OSD, and clean utilities, ensuring compliance with all applicable codes, regulations, and industry standards.

Maintain an on-site presence a minimum of four (4) days per week to monitor progress, address issues, and ensure execution aligns with the approved project plan.

Manage change orders by reviewing, commenting, and providing feedback to ensure changes are justified, cost-effective, and do not compromise project scope, quality, or integrity.

Deliver projects by effectively managing scope, schedule, and budget while proactively identifying and mitigating risks, with a consistent emphasis on Safety First and Quality Always.

Lead projects using a disciplined, structured project management approach in full compliance with company policies and procedures.

Safety and Environmental Responsibilities

Develop, implement, and maintain project-specific safety and environmental execution plans.

Ensure full compliance with safety and environmental policies, procedures, and work rules for all project personnel, contractors, and subcontractors throughout the project lifecycle.

Actively participate as a member of the site safety team.

Interface and Communication

Establish and maintain effective communication with project teams, governance bodies, business partners, and key stakeholders.

Facilitate issue resolution, anticipate scope changes, and ensure safe, high-quality, timely, and value-driven implementation.

Review project plans, drawings, and technical specifications.

Monitor contractor performance and ensure compliance with contractual requirements.

Conduct routine site walkdowns to assess quality, progress, and adherence to safety standards.

Ensure compliance with all applicable safety regulations and quality requirements.

Project Management and Technical Leadership

Develop detailed project plans, including scope, objectives, deliverables, resource plans, schedules, and budgets.

Collaborate closely with project managers, engineers, and stakeholders to ensure alignment and smooth project execution.

Provide engineering expertise and technical guidance throughout all phases of the project.

Maintain comprehensive documentation, including plans, designs, reports, schedules, and status updates.

Monitor project costs, manage budgets, and provide accurate financial reporting.

Identify project risks and develop effective mitigation strategies.

Ensure all project activities meet or exceed industry standards, regulatory requirements, and internal quality guidelines.

Provide regular updates to stakeholders regarding progress, risks, challenges, and scope changes.

Address technical challenges and resolve issues to keep projects on track.

Basic Requirements

Approximately 5 years of capital project management experience in pharmaceutical or industrial manufacturing facilities, including areas such as Bulk API, OSD, sterile products, secondary packaging, devices, and limited laboratory projects.

Bachelor of Science in Engineering or a related technical discipline (e.g., Project Management, Construction Management).

Strong knowledge of construction processes, building codes, and regulatory requirements.

Proven experience managing projects or multiple projects with budgets exceeding $5MM.

Experience in GMP manufacturing environments, LEAN principles, automation, construction and construction quality, project controls, engineering disciplines, safety, and scheduling.

Strong organizational, communication, and problem-solving skills with high attention to detail.

Ability to perform effectively in a fast-paced, dynamic environment.

Demonstrated ability to achieve results and influence outcomes through collaboration and leadership.

Proficiency in both English and Spanish.

OSHA 30 certification.

Additional Preferences

Project Management Professional (PMP) certification.

Experience working and living in Puerto Rico.

Strong interpersonal skills with the ability to work effectively in a multidisciplinary team environment.

Proven ability to lead and influence internal team members without direct supervisory authority.

Demonstrated commitment to continuous improvement and willingness to serve as a change agent.
