The Leidos Digital Modernization Sector is seeking an experienced a Project Manager to support the Military Sealift Command Business Systems Branch (N6). The Military Sealift Command (MSC) Business Systems Branch (Code N611) manages, operates, and maintains the Command’s Business Systems, as well as interfaces with Navy Enterprise Defense Business Systems. MSC’s Business Systems are comprised of several software intensive systems designed to provide business activity support to globally assigned ashore and afloat personnel.
The Project Manager provides support to the MSC N611 BSM and the Product Teams. Project Managers are responsible for IT projects from beginning to end in a matrix environment, ensuring that project requirements, milestones, dependencies and risks are clearly identified, communicated to all stakeholders, and managed to optimize project success.
Primary Responsibilities:
-The PM shall develop and manage all aspects of Business Systems projects in accordance with the BSPMP to include (i.e. Project Briefs, Charters, Project Schedules, and Technical Project Plans, etc.)
- Lead the full life cycle of MSC Business Systems projects in accordance with the Business Systems Program Management Process (BSPMP), including planning, coordination, execution, monitoring, and closure.
-Serve as the primary interface between the MSC N611 Business Systems Manager (BSM), Product Teams (PT), Functional Groups, and supporting contractors.
-Develop, manage, and update the Integrated Master Schedule (IMS) using MS Project to track contract milestones, deliverables, dependencies, and resource allocations.
- Coordinate and facilitate Program Management Reviews (PMRs), Monthly Reviews, and Weekly Progress Meetings, including agenda development, action item tracking, and reporting of risks/issues.
-Support Risk Management and Change Management processes, including identification of risks, development of mitigation plans, and documenting baseline changes in accordance with the PMP.
-Collaborate with cybersecurity, engineering, and development leads to ensure technical, IA, and RMF requirements are integrated into all project phases.
-Coordinate with MSC stakeholders to support configuration management, requirements management, quality assurance, and lifecycle documentation deliverables.
- Support deployment planning and scheduling for software releases (both afloat and ashore), ensuring alignment with quarterly release cadence and stakeholder availability.
-Drive continuous process improvement initiatives, including retrospective reviews, stakeholder feedback loops, and the incorporation of Agile practices within the PMO and development teams.
Basic Qualifications:
- Bachelor of Science (BS) Degree in Project Management, Business Management, or IT field.
- Certification: Project Management Professional (PMP)
- Seven (7+) years of program/project management experience with demonstrated ability to lead/manage multiple, small to large-scale technical projects.
- Proven experience leading and working on systems/software engineering technical development and integration projects
- Technical aptitude with strong communication and negotiation skills with the ability to tailor communications and influence critical decisions with a variety of stakeholders.
- Demonstrated expertise with MS Project, MS SharePoint, and MS Teams.
- Five (5+) years of experience including the following: o Proven experience with the SDLC including Initiation, Planning, Requirements, Solution/Design, Execution, Test and Project Closeout phases for DoD or DoN programs o Experience with so ware development Agile methodology o Demonstrated understanding of the project life cycle in complex technical environments o Fluency with software, Cloud computing, Information Assurance o Vulnerability (IAV) management, Cybersecurity, and operations concepts
- Experience supporting large DoD/Navy programs involving globally distributed, mission-critical systems in both ashore and afloat environments.
- Demonstrated ability to manage cross-functional teams and vendors in matrixed environments, including collaboration with cybersecurity, DevSecOps, cloud, and systems engineering professionals.
- Knowledge of Risk Management Framework (RMF), cybersecurity policy implementation, and system Accreditation & Authorization (A&A) lifecycle support.
- Proven experience developing and delivering contractually required artifacts, including PMPs, IMS, MSRs, risk registers, SOPs, and stakeholder briefings.
- Experience leading Agile-based software development projects with quarterly release cycles and integration with DevSecOps pipelines.
- Understanding of DoD acquisition reporting systems and experience supporting interface/integration efforts with systems such as SPS PD2, ePS, nERP, or CMLS.
- Familiarity with tools used in MSC’s environment: MS Project (for IMS), MS SharePoint (collaboration), MS Teams (communications), and Tableau or OAS (data visualization/reporting).
