Job Description
Background/IRC Summary: The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary: This position is responsible of both managerial and functional processes of the emergency health response project in Lashio and targeted townships from Northern Shan State . The position will lead the IRC emergency health response program to ensure that there is quality primary health care and health promotion for targeted internally displaced people in targeted camps of Northern Shan State. The position will be focal for coordinating with partnership organization.
Main Responsibilities
+ Responsible in the development of detailed program log frames, work plans, monitoring tools to ensure high quality program implementation throughout the project cycle and ensure the program is achieving expected outputs.
+ Develop a work plan for the Project, manage regular activities and planning of the project activities and ensure staff participation to the decision process in close coordination with Program Manager and Senior Health Coordinator.
+ Monitor the progress of services to ensure quality care and verify that program indicators and targets are met in order to ensure the quality of services.
+ Ensure adequate and timely reporting on program activities to Program Manager.
+ Supervise and provide technical oversight of IRC and partner(s) emergency health program staffs using standard Performance Management System.
+ Supervise the IRC health emergency team and partner(s) PHC mobile clinic teams and Community Health Team for emergency response in conflict affected area to establish primary health care for general population, women and under 5 children in reference to partner(s)- clinical protocol.
+ Supervise M&E Officer for project M&E and Database management.
+ Participate and implement Reproductive Health activities which integrated with WPE program activities.
+ Provide technical support to Community Health Officer from partner organization(s) for iCCM activities in IDP camps.
+ Provide technical support for PHC, RH, Nutrition to PHC mobile clinic team.
+ Lead monthly project review meetings and participate in field coordination meeting organized by operation department.
+ Recruit, monitor and evaluate staff performance, assess technical quality of activities and provide regular feedback and guidance through regular supervisory sessions and interaction to support.
+ Conduct regular quality control visit to IRC and partner organization together with IRC Capacity Building Team.
+ Ensure the utilization of drugs and medical supplies are in line with protocols.
+ Manage day-to-day logistics, administration, and personnel activities of field-based ER program staffs in accordance with IRC and national laws.
+ To establish weekly and monthly diseases surveillance system and outbreak response as needed.
+ Coordinate and collaborate with administration, finance, and operation teams to organize the quality project implementation.
+ Coordinate with M & E manager/Senior M & E officer for Monitoring and Evaluation activities.
+ Coordinate and collaborate with project manager of Partnership Organization to organize the quality project implementation.
+ In collaborating with project manager of partnership organization to ensure quality PHC and iCCM activities in targeted communities/camps.
+ Responsible for drafting donor reporting and ensure high quality reports in timely manner.
+ Assist to program manager – Reproductive Health, Emergency Response for collaboration and coordination with partner NGOs.
+ Assist the Program in the development of program budgets, procurement and spending plans and conduct a monthly review of expenditures to ensure efficient budget management and donor/ IRC compliance.
+ Perform other duties as assigned by the Supervisor.
Qualifications
Education
+ Registered medical doctor (M.B., B.S degree) with minimum 3 years’ experience on primary health care settings and clinic management.
Experiences
+ Experience in managing comprehensive primary health care projects in post disaster or conflict area with particular expertise in Primary Health Care, Maternal and Child Health, Reproductive Health, nutrition promotion, malaria control, Water-Sanitation and Hygiene promotion IDP health.
+ Experience on budget management skills.
+ Favorable to person with experience on medical response to disaster area, surveillance and control of communicable diseases in disaster area.

+ Understanding of medical ethic and patient education.

Language
+ Strong written and spoken English.
Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
