SUMMARY DESCRIPTION OF CLASSIFICATION:
Under the direction of the Team Leader, Sustainability, assists in administering the design, implementation, and warranty for a variety of systemic and infrastructure projects that support sustainability improvements, such as the installation of new technology including utility monitoring, troubleshooting and improvements, solar/clean energy, etc. Monitors energy usage and expenditures to detect, investigate and resolve unusual utility usage, and coordinates across the division of facilities management and vendors on identifying and implementing related improvements. The nature of the work requires application of the principles and practices of all aspects of project management, including developing specifications budget and timelines, implementation, and clear communication with all stakeholders involved in the process. May serve as a department/division representative in a variety of meetings with government officials, school staff, school community, and the community at large to convey and receive information related to assigned projects and activities. PHYSICAL DEMANDS: Ability to physically access and complete inspection activities, as required.SPECIAL REQUIREMENTS: Ability to travel between construction sites on an unscheduled basis. Must be willing to work a flexible schedule and be available to work outside of normal business hours as needed and occasionally attend evening or weekend Board of Education, committees, or other meetings.

KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable professional knowledge of, and skill in applying, the theories, concepts, principles of project management; including but not limited to computer systems applications, methodology of rehabilitation of existing structures. Knowledge of mechanical, electrical and utility systems and/or and energy conservation strategy implementation (i.e. heating, ventilation, air conditioning, building automation) to ensure that projects are completed on time and in full compliance with required quality standards. Considerable knowledge of budget and cost estimations, resource and schedule planning, public procurement laws, customs, and procedures, including skill in analyzing Requests for Proposals and bid quotations, and in making recommendations concerning the awarding of contracts. Ability to express ideas well, orally and in writing. Excellent interpersonal skills are needed to present oneself effectively and professionally when dealing with suppliers, Montgomery County Public Schools employees, and other governmental agencies. Possesses the ability and willingness to continuously learn new skills and technology. Considerable computer skills utilizing MS Office Suite (Excel, Word, Outlook, Project) and Adobe Acrobat. Requires fluency in relational database manipulation and development, including creation of custom queries, new reports, and the import/export of data from spreadsheets and ability to learn new building automation system programs. Practical knowledge of energy performance measurement and indices for schools, including commercial utility bills and troubleshooting irregularities, including skill at detecting and investigating unusual utility usage in facilities. Skill in continuous improvement of business processes. Knowledge of or the ability to obtain knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE:
A Bachelor?s degree is required in Construction, Mechanical Engineering, Electrical Engineering, or in a related field. Five years of increased responsibility in the administrative, technical, and field experience in engineering, HVAC, building automation systems, and A minimum of five years of experience detecting, investigating, and reducing high-energy use in facilities and managing energy and utilities programs for a large multi-facility organization. Extensive training in computers, building automation, and database management preferred. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: None
