Project Management Office Lead (PMO Lead)
Position Description:

We are hiring a PMO Lead to support a major multi-year transformation program that will deliver a modern, AI-enabled enterprise solution. This role leads all project management office functions across planning, governance support, reporting, RAID management, scope control, financial tracking, and cross-team integration. The PMO Lead works closely with the Delivery Lead and the Architecture, Release, Data, AI, UX, Change, and Business teams to ensure the program runs with discipline, transparency, and predictable outcomes within an Agile SAFe delivery model.

Security Clearance:  reliability granted or eligible for reliability clearance (5+ years residing in Canada) is a must for this role.
Work location: Ottawa, ON / 3 days in office currently) / No relocation or travel

Your future duties and responsibilities:

PMO Leadership & Team Management – Stand up and lead the PMO, including selecting, onboarding, and managing team members while establishing PMO rhythms, templates, and processes that support Agile SAFe delivery.


1. Project Management Plan Ownership – Develop and maintain the Project Management Plan covering scope, change, schedule governance, risk/issue processes, communications, and stakeholder management.
2. Governance & Decision Support – Prepare governance decks, agendas, decision logs, and pre‑reads; manage decision pathways, approvals, and escalations; maintain governance calendars to support effective committee operations.
3. Integrated Program Scheduling – Own and maintain the integrated program schedule aligned with SAFe cadence, design milestones, development/testing timelines, migration activities, and release sequencing; coordinate updates with Architecture, Release, and other workstreams.
4. Reporting & Visibility – Define and operate the program reporting model, create dashboards/metrics, and produce executive and sprint-level reports using Azure DevOps; support executive showcases with insights and cross‑stream visuals.
5. RAID Governance – Lead risk, issue, action, and dependency management across all workstreams, ensuring clear ownership and early escalation to preserve predictable delivery.
6. Scope & Delivery Discipline – Enforce scope boundaries in a fixed‑price, multi‑team delivery environment; identify scope drift early and support impact assessments; maintain clarity on scope through all lifecycle phases.
7. Financial Management – Track burn rates, forecasting, resource allocations, and cost‑to‑complete; maintain financial dashboards; partner with finance teams to ensure transparency and alignment with milestone‑based delivery.
8. Cross‑Team Integration – Coordinate across Architecture, Development, AI, Data Migration, Change, Release, UX, PMO, and Business teams; integrate dependencies, sequencing, and deliverables; maintain a unified view of the critical path.
9. Client & Stakeholder Engagement – Maintain ongoing alignment with client PMO counterparts, drive communication discipline, promote transparency, and translate program insights into clear, actionable executive messaging.

Required qualifications to be successful in this role:

Required
- 14+ years of total PM experience, including 10+ years of leadership experience in project or program management within large, multi-stream delivery environments.
- 14+ years of total PM experience
- Direct experience leading large projects defined as having $10M+ total contract value, 45+ people team size and 18+ month durations.
- Direct experience leading complext projects, defined as having high risks and spanning multiple regions and/or including multiple 3rd party vendors.
-Experience leading PMO operations or major PM functions in enterprise transformation or digital modernization programs.
- Experience conducting project health checks and re-aligning project finances to meet budgets.
-Strong understanding of Agile SAFe, PI planning, sprint cadence, and value-based delivery.
-Demonstrated success maintaining integrated schedules, supporting governance structures, and operating in complex program environments.
-Hands-on experience producing program reporting using Azure DevOps (ADO) dashboards and Agile metrics.
-Proven ability to lead RAID management, enforce scope control, and maintain delivery discipline.
-Excellent communication, stakeholder engagement, client negotiation and facilitation skills.

Preferred
-Experience supporting large public-sector or regulated-industry programs.
-Experience coordinating across architecture, development, testing, data migration or AI/ML workstreams.
-Familiarity with content migration, enterprise architecture, or technology modernization initiatives.
-Financial management experience in fixed-price or milestone/value-based contract environments.


CGI is providing a reasonable estimate of the pay range for this role. The determination of this range includes factors such as skill set level, geographic market, experience and training, and licenses and certifications. Compensation decisions depend on the facts and circumstances of each case. A reasonable estimate of the current range is $105,000–$155,000. This role is an existing vacancy.
