Project Engineer (Utilities & Heavy Civil Infrastructure)
**Grow your career with us.** Overview The Pearl Harbor Dry Dock Replacement program is one of the largest and most complex federal construction projects in Hawaiʻi. We are seeking a Project Engineer to support the planning and delivery of underground utilities and heavy civil infrastructure, including water, sewer, storm drainage, electrical, fuel, roadways, and site development. This is a career-defining opportunity to gain technical depth in utilities and civil works while contributing to a project vital to Hawaiʻi’s economy and U.S. defense readiness. **Key Responsibilities** Engineering & Documentation + Prepare, review, and track shop drawings, submittals, and RFIs for utility systems and heavy civil scopes. + Maintain accurate as-built drawings and documentation to meet NAVFAC requirements. + Ensure design documents align with specifications, safety requirements, and federal standards. Field Support & Coordination + Provide direct support to superintendents for trenching, backfilling, pipe installation, earthwork, paving, and site development. + Coordinate tie-ins and system connections for utilities, ensuring proper sequencing and minimal disruption to other scopes. + Serve as the liaison for utilities and civil packages, ensuring smooth communication between subcontractors, consultants, inspectors, and Navy stakeholders. Quality Control & Testing + Oversee and document utility and civil system testing, including hydrostatic testing, chlorination, CCTV, pressure tests, compaction tests, and pavement inspections. + Enforce federal safety protocols (OSHA, EM 385-1-1) for trenching, confined space, excavation, and earthwork operations. + Ensure compliance with three-phase QC standards for all scopes of work. Project Controls & Scheduling + Track costs, schedules, productivity, and procurement of pipe materials, fittings, aggregates, and equipment. + Monitor and update schedules in Primavera P6 or MS Project, identifying risks and supporting recovery strategies. + Prepare daily reports, progress logs, and compliance documentation for internal teams and federal inspectors. **Expectations** + Be highly engaged in both field operations and office coordination, ensuring documentation is complete and field crews are supported. + Anticipate utility and civil conflicts before they impact the critical path schedule. + Maintain clear, proactive communication with all stakeholders, including subcontractors, inspectors, consultants, and Navy representatives. + Uphold the highest standards of safety, quality, and compliance in heavy civil and utility operations. **Qualifications** + Bachelor’s degree in Civil Engineering, Construction Management, or related discipline. + 6+ years of experience in utilities or heavy civil infrastructure on large-scale projects. + Demonstrated knowledge of underground utilities, site development, and heavy civil construction. + Familiarity with federal construction programs (NAVFAC/USACE) and EM 385-1-1 safety standards. + Proficiency with Microsoft Office and Bluebeam; scheduling software (Primavera P6 or MS Project) preferred. + Strong organizational, communication, and problem-solving skills. + Must be eligible for base access to work on secure federal facilities. **Why This Role?** + Competitive Pay: $90K–$120K depending on experience. + Comprehensive Benefits: PTO, Holidays, Medical/Dental/Vision, 401(k) with match. + Professional Growth: Gain hands-on experience in utilities and heavy civil engineering on one of the Pacific’s largest federal programs. + Career Advancement: Clear progression into senior project engineer and management roles. + Impact: Contribute to a landmark federal project that will support naval readiness and shape Hawaiʻi’s infrastructure.
