Project Engineer II
  Our client, a major EPC company, is looking for a Project Engineer II (I&E) to work on an initial 12-month contract in Baytown, TX area

The Project Engineer is responsible for leading or supporting the execution of capital projects from early stages through closeout, ensuring alignment with safety, quality, cost, and schedule objectives. This role involves coordinating engineering design evaluations, managing contractors, and implementing project management systems and strategies. A strong emphasis is placed on electrical and instrumentation (E&I) expertise, including programmable logic controller (PLC) upgrades to distributed control systems (DCS). Familiarity with downstream refining and chemicals projects is highly preferred. The position requires technical depth, leadership, and organizational skills to deliver projects in compliance with company standards and regulatory requirements.

Key Responsibilities

Project Execution & Delivery Accountable for project delivery performance (Engineering, Procurement, Construction, Cost, Schedule) from project initiation through closeout. Define project deliverables and timing, implementing strategies to achieve overall project objectives. Monitor and appraise contractor organization, planning, execution, and controls; drive improvement plans to close performance gaps. Drive construction progress and manage construction contractors, with emphasis on E&I scope. Support procurement activities, including materials requisitioning and expediting for electrical and instrumentation components. Responsible for contractor administration activities, including contract reviews and supporting negotiations. Ensure smooth transitions between project stages and compliance with the company’s standards and processes. Lead or support project close-out and turnover to site. Safety & Compliance Lead implementation or validate safety processes and procedures to meet Project Safety Plan and site SSH&E expectations. Engage in execution plans, SSHE Plan development, and contracting/procurement strategies. Ensure adherence to regulatory compliance, data accuracy, and security standards. Planning & Coordination Participate in Invitation to Tender (ITT) development, bid evaluation, and contractor selection. Coordinate development of Project funding deliverables and Functional Interaction Plans. Manage project issue resolution processes and change requests, endorsing change authorizations. Communicate with and coordinate project, functional, business, and manufacturing teams to ensure timely completion of reviews and resolution of technical queries. Serve as the interface between the Project Team and contractors. Stage Involvement & Remote Support Provide execution guidance as early as Stage 1 for Concept Select and Lead Case Selection. Develop execution planning activities (Engineering, Procurement, Contracting) with focus on efficient scope execution and risk mitigation. Support remote execution models leveraging technology, strategic site visits, and workflow modifications for tasks requiring on-site presence (e.g., constructability reviews, permitting, Pre-Startup Safety Reviews). Required Qualifications & Skills Bachelor’s degree in an engineering discipline (Electrical, Instrumentation, or related preferred). Experience in engineering, construction, project management, and controls activities. Strong technical knowledge in electrical and instrumentation systems, including PLC and DCS architectures. Demonstrated experience in PLC-to-DCS migration or upgrade projects is highly preferred. Familiarity with downstream refining and chemicals projects. Broad knowledge of design standards, specifications, and work processes. Strong leadership, influencing, and interpersonal skills. Excellent organizational, coordination, and planning abilities. Ability to manage tight deadlines, heavy workloads, and frequent priority changes. Proficiency in MS Office suite and strong communication skills in English (written and spoken). Preferred Qualifications Multi-discipline engineering experience. Familiarity with EMCAPS or similar project management systems. Experience with industrial automation, control systems integration, and cybersecurity considerations for E&I systems.
