The Project Engineer will lead the planning, design, procurement, construction, and commissioning of high‑voltage electrical substation projects ranging from 69 kV to 500 kV (and higher). Working closely with multidisciplinary teams including electrical designers, civil engineers, contractors, and utility partners, the engineer ensures projects are delivered safely, on schedule, within budget, and to the highest quality standards. This role demands strong technical expertise in substation equipment, rigorous adherence to industry codes, and proven project‑management skills.
Key Responsibilities
Project Planning & Execution
Develop detailed project scopes, schedules, cost estimates, and resource plans.Create and maintain project execution documents (WBS, Gantt charts, risk registers).Coordinate with clients, utilities, and regulatory bodies to secure permits and approvals.Coordinate between client, IESO, HONI to ensure SIA, CIA, COVER are understood, incorporated in the design and follow through during construction and commissioningTechnical Design & Engineering
Review and validate single‑line diagrams, protection schemes, grounding studies, general arrangements, and equipment specifications (transformers, breakers, GIS/ AIS, switchgear, busbars, etc.).Ensure designs comply with IEC, IEEE, ESA, ANSI, and local utility standards.Procurement & Vendor Management
Evaluate vendor proposals.Conduct technical reviews of equipment datasheets, factory acceptance test (FAT) reports, and ensure conformance to project requirements.Manage delivery schedules, logistics, and customs clearance for imported equipment.Construction Oversight
Provide on‑site engineering support during civil works, equipment installation, and cable routing.Conduct regular site inspections, progress meetings, and issue resolution.Verify compliance with safety plans, lock‑out/tag‑out procedures, and environmental regulations.Testing, Commissioning & Handover
Supervise factory acceptance tests (FAT) and site acceptance tests (SAT) and document results.Prepare as‑built drawings, operation & maintenance manuals, and hand over to the client/operations team.Risk & Quality Management
Identify project risks, develop mitigation strategies, and maintain a risk log.Implement quality assurance processes, conduct audits, and ensure non‑conformances are addressed promptly.Stakeholder Communication
Produce regular status reports, dashboards, and presentations for senior management and clients.Facilitate coordination between electrical, civil, mechanical, and control‑systems disciplines.WHAT YOU’LL OFFER
Bachelor’s Degree in Electrical/Electronic Engineering, Power Systems Engineering, or related field (Master’s preferred).5+ years of experience in high‑voltage substation design, construction, or commissioning. Experience navigating utility interconnection agreements, permitting processes, and environmental impact assessments, , HONI, IESO, NERC RequirementsExperience managing projects of ≥ $10 M is a plusSKILLS, ABILITIES, AND OTHER REQUIREMENTS
Strong analytical thinking, problem‑solving, and decision‑making abilities. Excellent written and verbal communication. Ability to work under pressure and manage multiple stakeholdersDemonstrated ability to use PM tools (MS Project, Primavera P6, or equivalent). PMP or PRINCE2 certification is advantageousWillingness to travel to project sites (up to 30–40 % of time)Hands‑on experience with SCADA integration and remote monitoring systems is an assetKnowledge of renewable‑energy interfacing (solar, wind) with substations is an assetFamiliarity with IEC 61850 communication protocols and substation automation is an assetExperience with safety standards such as NFPA 70E and OSHA regulations is an assetThe expected salary range for this role is between $80,000 - $118,000 per year. The starting salary will be determined based on several factors such as the successful candidate’s qualifications, including but not limited to education and experience. Base pay is one component of Black & McDonald’s total rewards package.
