Join us. **Job Description** Job Description AECOM has an excellent career opportunity for a creative, highly talented and experienced Project Director (PD) to support the Central Asia Trans-Caspian Trade Route (TCTR) Project. The TCTR Project is an anticipated Work Assignment under the Partnership for Global Infrastructure and Investment (PGI) Task Order funded by the U.S. Department of State (DOS). PGI serves as a project preparation platform that provides infrastructure transaction advisory, engineering, policy/regulatory technical assistance services on a flexible, rapid response basis for public and private sector-funded infrastructure projects globally. The PD will lead and oversee all in-country overall management and implementation of the project and will serve as the primary AECOM representative to government counterparts, stakeholders, and local partners. The PD will provide overall leadership and manage the AECOM’s efforts to achieve the activity results. The PD will guide day-to-day implementation and management to ensure timely, relevant, high-quality services of the contract. This position will report to the AECOM PGI Chief of Party (COP), with close coordination with the PGI’s Deputy Chief of Party (DCOP) and AECOM’s East Region-Water Business Line. Key responsibilities of this position include, but are not limited to: + Supervise an in-country multi-disciplinary team, and provide leadership, technical direction, and quality oversight to achieve project objectives and meet all contractual requirements. + Manage overall technical teams in the implementation of technical deliverables related to infrastructure development within target corridor to bring bankable projects to financial close. + Establish and oversee implementation of project processes and operational procedures to ensure effective and efficient corridor implementation. + Oversee environmental compliance including assessments and due diligence programs. + Effectively represent AECOM through communication and reporting to DOS technical and contract personnel. + Identify and manage technical resource needs with AECOM project support staff. + Identify issues and risks related to project implementation, provide mitigation strategies, and monitor through resolution. + Ensure that systems are established and maintained, and adequate resources are applied to meet requirements for cost, schedule and quality. + Monitor project subcontractors and partners and engage AECOM contracts staff to achieve efficient and effective subcontract compliance. + Oversee the project’s Monitoring, Evaluation and Learning program to ensure compliance with all DOS reporting requirements. + Monitor project financials to ensure compliance with AECOM requirements. + Ensure establishment of quality control processes in a consistent and transparent manner for all work activities and functions. **Qualifications** Minimum Requirements: + Bachelor's degree in Engineering, Economics, Project Finance, Economics, International Development, Business Administration, or related field plus 10 years of related experience or demonstrated equivalency of experience and/or education. + Experience in Central Asian or Eurasia program activities management or project implementation roles, preferably in infrastructure development, transaction facilitation, investment growth, regional trade competitiveness, or transportation roles. + Ability to travel within Central Asia if required. + Fluency in English and Kazakh(written and spoken). Preferred Qualifications: + Excellent organizational, interpersonal, and communication skills. + Expert-level understanding of regional political, economic, and cultural contexts. + Master’s degree in Engineering, Economics, Project Finance, Public Administration, Project Management, International Development, or a related field. + At least 20 years of relevant professional experience in Central Asian or Eurasia program activities management or project implementation roles, preferably in infrastructure development, transaction facilitation, investment growth, regional trade competitiveness, or transportation roles. + Strong communication, presentation and coordination capabilities to help convey activity progress to technical and non-technical stakeholders. + Intermediate or expert-level in Russian language. **Additional Information** + Sponsorship for US employment authorization is not available now or in the future for this position. + Relocation is not available for this position. Offered rate of compensation will be based on individual education, qualifications, experience, and work location.
