**Job Description:**
Parsons is seeking a highly experienced **Project Controls Manager** to join our team for a **major aviation program in the European Union (EU)** .
**POSITION OVERVIEW:**
Provides leadership and oversight of **project controls functions** , including planning, scheduling, cost control, risk management, and reporting for a **major aviation program in the EU** . The Project Controls Manager will be responsible for ensuring program performance is effectively monitored and delivered within its approved scope, on time, within budget, and in compliance with client and contractual obligations by providing accurate data, performance analysis and proactive recommendations to the Program Director and senior leadership team.
This position requires extensive experience in **construction investment projects** , including the use of advanced project control tools and proven delivery of at least one large-scale airport construction or expansion project aimed at increasing passenger traffic capacity.
**SPECIFIC RESPONSIBILITIES:**
+ Lead project controls activities across the program, including **planning, scheduling, cost management, risk management, and earned value reporting** .
+ Develop, implement, and maintain integrated project control systems to track progress, performance, and resource allocation.
+ Supervise the preparation of baseline schedules, IMS, IPSs, budgets, forecasts, and key performance indicators (KPIs).
+ Ensure consistency and compliance in project reporting for client, contractors, and internal stakeholders.
+ Provide program leadership with timely and accurate information on performance, trends, risks, and mitigation strategies.
+ Oversee risk identification, qualitative and quantitative risk analysis and ensuring proper risk response plans are in place.
+ Integrate project controls with design, construction, procurement, and operational readiness teams.
+ Train and mentor project controls staff in best practices and advanced control systems.
+ Lead preparation of reports, dashboards, and presentations for senior management, executives and client authorities.
+ Ensure project controls processes are aligned with EU standards, client requirements, and international best practices.
+ Support decision-making and change management through data-driven analysis.
**EDUCATION/EXPERIENCE:**
+ **Bachelor’s (Master’s degree preferred)** in Engineering, Construction Management, Project Management, or related field.
+ At least **20 years of experience** in the implementation of **construction investment projects** in the industrial or infrastructure sectors.
+ At least **10 years of management experience** in the use of **project control tools** for planning, monitoring, and delivery of construction projects.
+ Proven record of delivering as **Project Controls Manager (or equivalent)** on at least one **airport construction or expansion project** involving increased passenger traffic capacity.
+ Strong knowledge of project control methodologies, cost engineering, and scheduling systems (Primavera P6, MS Project, etc.).
+ Proven experience in earned value management (EVM), risk modeling and forecasting.
+ **Native Polish speaker or Fluent in Polish (mandatory)** .
+ Strong command of **English** for international coordination and reporting.
+ Professional certification (PMP, CCP, PSP, or equivalent) preferred.
+ Experience in large-scale EU or international infrastructure programs is desirable.
**SKILLS/COMPETENCIES:**
+ Expert knowledge of **planning, scheduling, cost control, and risk management** .
+ Strong ability to integrate project control systems across multidisciplinary teams.
+ Excellent analytical and problem-solving skills.
+ Strong communication, negotiation, and presentation skills in **Polish and English** .
+ Proven ability to produce accurate forecasts, performance reports, and executive dashboards.
+ Strong stakeholder and contractor engagement capabilities.
+ Ability to manage and train project controls teams to deliver excellence.
+ Demonstrated track record in supporting successful **airport construction and expansion programs** .
