Job Description:
Parsons are seeking a highly experienced Project Controls Director to lead all planning, cost, risk, change, and performance reporting functions for a complex infrastructure program, acting on behalf of the Delivery Partner. This role is critical to ensuring predictable, transparent, and well-governed delivery across multiple interdependent projects and contractors.
The ideal candidate will have a minimum of 20 years of experience in project controls on major infrastructure programs, with proven capability in establishing integrated controls frameworks and providing executive-level decision support
What You’ll Be Doing:
Develop, implement, and maintain the program-wide project controls strategy, standards, and procedures.Establish governance frameworks for planning, cost control, change management, risk management, and reporting.Ensure consistency of controls approaches across all projects, packages, and contractors.Oversee development and maintenance of the Integrated Master Schedule (IMS).Ensure alignment between contractor schedules, procurement milestones, testing & commissioning, and handover activities.Identify schedule risks, critical path impacts, and interface constraints, and drive recovery strategies.Oversee cost management, forecasting, and earned value analysis across the program.Monitor trends, variances, and performance metrics, providing early warnings and corrective recommendations.Ensure alignment between cost forecasts, change management, and commercial reporting.Lead quantitative and qualitative risk management processes, including schedule and cost risk analysis.Manage program-level change control processes, ensuring impacts are assessed, approved, and communicated.Support mitigation planning for critical risks and opportunities.Develop and deliver high-quality dashboards, reports, and briefings for senior leadership and the client.Translate complex controls data into clear, actionable executive insights.Support scenario analysis and informed decision-making at program and portfolio level.Lead multidisciplinary project controls teams including planners, cost engineers, and risk specialists.Oversee project controls systems, tools, and data integrity, driving continuous improvement and automation.What Required Skills You’ll Bring:
