Role Overview
The Project Control Engineer is responsible for implementing project scheduling, monitoring, and cost control processes across all project phases, from feasibility to completion. This role ensures that project control functions align with business strategy and supports the timely execution of complex offshore brownfield projects, including extensive subsea pipeline works.

Key Responsibilities Project Planning & Control Implement integrated planning, scheduling, and cost control procedures for operator projects. Develop and maintain internal planning, scheduling, and cost control procedures, and ensure contractors follow these standards. Monitor and control project budgets, cost commitments, expenditures, and invoicing. Proactively manage the change order process. Cost & Schedule Management Review and analyze contractor invoices, timesheets, equipment usage, and quantity measurements. Monitor and endorse payment certificates, ensuring physical work matches billed quantities. Track actual costs against BoQ and budget, flag overruns, and recommend corrective actions. Update cost-to-complete forecasts and cash flow projections regularly. Performance Monitoring Appraise contractor performance, analyze production rates, and monitor deliverables. Conduct on-site measurements to confirm completed works. Maintain organized records of all cost-related correspondence and approvals. Assess and certify interim payment applications. Reporting & Communication Provide daily progress reports for onshore/offshore campaigns. Maintain clear reporting and communication with project management teams. Review contractor deliverables, recovery plans, and reporting packages. Analysis & Benchmarking Analyze contractor schedule trends, critical paths, and scope changes. Validate actual dates and review remaining durations based on site progress. Provide “As-Built” schedules and final installed quantity statistics for company records. Establish performance analysis processes for benchmarking and best practices. Compliance & Safety Ensure all activities comply with company Safety, Health, Environment, and Quality policies. Adhere to anti-trust, competition laws, and company firewall policies. Support & Collaboration Liaise with project management, operations, asset teams, shared services, contractors, vendors, and third-party service providers. Support contract teams in investigating deviations and compiling contract data for EOT assessments.
Qualifications & Experience Education: Bachelor’s degree in Engineering. Experience: Minimum 7 years of multi-discipline experience in the oil & gas industry, with emphasis on planning, scheduling, and cost control. Technical Skills: Proficiency in planning software (e.g., Primavera) and MS Office applications. Strong planning and organizational skills. High level of proficiency in written and spoken English. Work Environment & Challenges Involvement in complex offshore brownfield projects with extensive subsea pipeline works. Mobilization to offshore marine spread and fabrication yards during execution. Major challenges include ensuring uniformity in cost and scheduling functions across a large project portfolio and embedding best practices.
