Job Description:
Parsons is seeking a highly motivated and experienced Project Coordinator to join our team on the groundbreaking NEOM THE LINE project in Saudi Arabia. This pivotal role will support the Project Management team, ensuring seamless coordination, execution, and delivery of complex construction work packages in a fast-paced, high-stakes environment.
The ideal candidate will leverage their strong project management background, construction expertise, and exceptional coordination skills to manage interfaces, monitor progress, and ensure strict compliance with project standards. Experience working on large-scale, iconic infrastructure projects, particularly in the Middle East, is highly desirable.
Assist the Project Manager in preparing, reviewing, and finalizing Scope of Work (SOW), individual work orders, and tender documentation.
Support the evaluation of technical proposals and designs submitted by contractors, ensuring alignment with project requirements.
Facilitate project kick-off meetings with contractors and key stakeholders (Quality, HSE, Logistics, Environmental, Sustainability) to clearly define project goals and establish robust communication protocols.
Collaborate with Contractor Project Management Teams to ensure effective planning, budgeting, mobilization, and initiation of work formalities.
Monitor contractor schedules against production plans, track resources, and progress to ensure successful project delivery within established scope, time, and budget constraints.
Act as a central point of coordination, effectively managing interfaces between various contractors, consultants, and internal teams to ensure seamless workflow.
Assist in the development and tracking of production and mitigation plans to address potential delays or issues.
Actively monitor and enforce contractor compliance with stringent Health, Safety, Environment, and Welfare (HSEW) standards as a non-negotiable aspect of the role.
Support the implementation of the formal risk management process, assisting in the identification, documentation, and active management of project risks and the formulation of mitigation measures.
Ensure all necessary work permits are obtained and adhered to prior to the commencement of work.
Conduct regular site inspections to monitor progress, verify compliance with all regulations, and advise all parties on construction issues and quality of work.
Coordinate and facilitate Material and Work Inspections in line with the approved Inspection and Test Plan (ITP) and Quality Assurance/Quality Control (QA/QC) processes.
Track construction progress, update project trackers, and prepare clear, concise updates and reports for senior leadership and client stakeholders.
Ensure project documentation is meticulously maintained for close-out, including final inspection records and handover processes.
Review and enforce the use of approved materials, ensuring all procurement aligns with quality specifications and submittal registers.
Required Qualifications and SkillsBachelor’s degree in Management, or a related field.
Professional Certification is mandatory: PMP (Project Management Professional) and/or MCIOB (Member of the Chartered Institute of Building) is strongly preferred. RMP (Risk Management Professional) is a significant asset.
A minimum of 8+ years of progressive experience in project management, construction management, or operations management, with a significant portion on large-scale, complex infrastructure or construction projects.
Demonstrated experience in a Project Manager or Project Coordinator role on a major project in the Middle East, with direct experience on NEOM being highly advantageous.
Proven expertise in project planning, scheduling, budget control, and risk management.
Exceptional ability to manage multiple contractor and stakeholder interfaces and drive collaborative problem-solving.
Proficiency in project management software, including MS Project and relevant document control platforms (Aconex experience is a plus).
Strong leadership and communication skills, with the ability to lead meetings, mentor team members, and effectively communicate complex issues to all levels of management.
Thorough knowledge of international HSEW and quality control standards and their enforcement on site.
