Project Analyst II Subcontract Liaison
**Job Description** The Project Analyst, based in the Program Management Office (PMO), plays a critical role in ensuring effective project delivery by liaising with program staff and the Subcontracts team. This position ensures alignment between program expectations, scope requirements, and procurement processes while maintaining visibility of key project metrics. The role operates within a dynamic environment, with a flexible Statement of Work (SOW) and adaptive tasking that responds to changing customer needs. **Responsibilities:** **Program Coordination & Liaison** + Serve as the primary liaison between program leadership and Subcontract support teams to communicate program requirements and expectations. + Coordinate and communicate program product expectations, scope requirements, and resource planning needs to support teams responsible for Subcontract and contract execution. + Facilitate alignment between program objectives and external workforce support requirements. **Subcontract Coordination & Documentation** + Develop and maintain program artifacts and documentation required to support Subcontract actions. + Prepare documentation packages and supporting materials for submission to Subcontract teams. + Ensure artifacts accurately reflect program scope, deliverables, resource needs, and timelines. **Workforce Support Management** + Coordinate the onboarding, offboarding, and conversion processes for externally supported personnel. + Ensure required documentation and approvals are completed for workforce transitions. + Work with program leadership to maintain continuity of support during staffing transitions. **Resource & Budget Tracking** + Manage assignments of labor hours for externally supported personnel aligned with program priorities. + Track and monitor hours worked against established budget ceilings and labor allocations. + Provide regular reporting to program leadership on labor utilization and potential risks to budget or staffing levels. **Operational Support** + Maintain clear communication between cross-functional stakeholders including program management, Subcontract teams, finance, and resource managers. + Monitor progress of Subcontract-related activities to ensure program timelines are supported. + Identify potential risks related to resource availability, scope alignment, or budget utilization. \#LI-VW1 \#LI-Hybrid **and the U.S. Navy s Strategic Systems Programs (SSP)** Our organization has supported the U.S. Navy s Strategic Systems Programs (SSP) continually since the program s inception in the 1950s. The sea-based SWS is the ultimate stealthy weapon system and is the first leg of the U.S. nuclear triad. The development of Columbia, the most advanced nuclear-powered, nuclear-armed submarine ever designed, as well the next D5LE2 weapon system is under way and will begin to be rolled out over the next decade. We develop, engineer, manufacture, and support products and systems to protect national security and keep people safe. **Required Education, Experience, & Skills** + Bachelor's Degree and 2 years of related work experience. + Basic understanding of government subcontracting processes + Familiar with subcontracting terms: SOW, NCAJ, TA, etc. + Superior communication skills, including the ability to think on your feet + Team player capable of meeting with multiple groups and individuals + Strong sense of ownership + Capable of following or establishing process workflows + Strong working knowledge of the MS Office Suite **Preferred Education, Experience, & Skills** + Able to maintain tools based in Microsoft Excel (advanced user) + Familiar with budgeting concepts and data analysis + Familiar with Level of Effort (LOE) service contracts + Familiar with Microsoft Power BI and Visual Basic + Able to maintain tools and applications based in JAVA and SQL **Pay Information** Full-Time Salary Range: $67406 - $114590 Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
