JOB PURPOSE
The WASH Programme Manager - WASH will provide overall strategic management and technical oversight for all WASH programmes and projects, ensuring their design, Quality implementation and execution in line with World Vision Uganda’s national strategy, WASH standards, and global evidence-based WASH approaches.
The jobholder will serve as a thought leader, driving continuous improvements in WASH programming through their technical expertise, facilitation of learning, and promotion of innovation. This leadership will be demonstrated both within World Vision and externally with other key stakeholders across Uganda.
He/she is responsible for operationalizing the programme priorities, WASH Business Plan and ensuring alignment of the programme with World Vision’s strategy, as well as with government and global WASH policies frameworks and strategies.
MAJOR RESPONSIBILITIES
Technical Leadership and Program Management
Provide strategic leadership in the design and review of all WASH programmers and projects, ensuring alignment with World vision Uganda national strategies, organizational frameworks, and global WASH evidence-based approaches.Oversee the quality and effectiveness of WASH programmes at outcome and impact levels, foster continuous learning, adaptive management, and innovation to maximize development impact.Collaborate with the Strategy and Program Effectiveness team to ensure timely and high-quality contribution of WASH components to child well-being, annual, and technical reports.Ensure efficient and accountable execution of the WASH projects in line with approved plans, timelines, budgets, and donor and local government expectations.Co-lead the development and implementation of the WASH research, reflection and learning agenda in partnership with the MEAL Specialist and the Evidence and Learning Manager, to generate actionable insights for program improvement.Drive the achievement of Child Well-Being Outcomes through well-integrated WASH interventions, aligned with the area Development Programme and National Office strategic priorities.Support disaster preparedness and response efforts by integrating WASH into emergency programming, ensuring adherence to global and partnership standards Provide technical oversight and mentorship to WASH ensuring the delivery of high-quality, holistic, and integrated technical programming.Lead the assessment and planning of WASH staff competencies, appraising, identifying gaps and developing targeted professional development plans and making recommendations for staff development.Facilitate ongoing capacity strengthening for WASH staff through structured training, coaching, and knowledge-sharing initiatives that enhance technical excellence and operational performance.Ensure effective implementation and continuous improvement of WASH programmes and Projects.Technical Program Planning and Implementation
Collaborate with Technical Programme Managers, Regional Program Managers, and Technical Officers to develop a comprehensive WASH strategic business plan aligned with World Vision's national strategy and integrated with other sectoral plans.Provide technical guidance and support to ensure quality implementation of WASH programmes and projects across all operational levels.Ensure compliance with child sponsorship standards in the design and implementation of all WASH interventions.Incorporate the specific needs of Registered Children (RCs) into the design and development of technical WASH plans to enhance their well-being and inclusion.Lead the development of Area Program-specific and District Universal Coverage WASH investment plans, including mobilizing resources by coordinating with Area Programs, Support Offices (SOs), donors, and government agencies.Keep program teams informed and aligned by providing regular updates and technical guidance on national and global WASH policies, standards, and guidelines to support effective decision-making and programming.Identify and prioritize key operational research areas in WASH and provide leadership to ensure rigorous evaluation and learning from project implementation.Collaborate with Grants Manager in the successful startup and implementation of WASH-related grants, ensuring compliance and alignment with donor expectations.Work closely with Cluster and Area Program (AP) WASH teams to provide ongoing technical support and promote integrated implementation of WASH grants with other sectors.Participate actively in grants reporting and reflection processes, ensuring timely identification and response to emerging issues to improve project impact and sustainability.Networking and Collaboration
Engagement with key stakeholders for WASH influence, learning and resource development:Actively represent WVU in key WASH inter-agency foraIdentify engage and build relationships with key WASH partners and government and ministry counterpartsContribute and participate in the development and implementation of the Grant Acquisition Business Plan through active engagement with relevant donors.Initiate conversations with strategic partners and government agencies in areas of common interest in the implementation of WASH for joint venture approach and mediate the process of signing the memorandum of understanding.Accountability and Quality Assurance for Model Implementation
Collaborate closely with Regional Program Managers to ensure high-quality programme implementation in alignment with model fidelity and adherence to Partnership standards, policies, and protocols.Support the establishment and enforcement of robust quality assurance processes to ensure that programmes consistently meet defined quality standards and achieve targeted performance indicators.Ensure timely and effective action on findings and recommendations from accountability mechanisms such as reflections, operational and financial audits, technical programme evaluations, and programme reviews.WASH Sector National Advocacy
Engage in national-level advocacy:
Collaborate closely with the Advocacy Department to influence national policy and drive positive change through engagement with government stakeholders on WASH-related issues.Provide strategic guidance and support to advocacy campaigns, ensuring alignment with WASH technical priorities and evidence-based messaging.Serve as a spokesperson for World Vision Uganda on WASH matters, representing the organization in relevant forums, media engagements, and stakeholder dialogues as needed.Program Reporting and Team Management
Oversee WASH Programme monitoring and evaluation processes, including baseline assessments, Indicator Tracking Tables (ITT), routine activity monitoring, and the preparation of semi-annual and annual technical reports.Ensure that programme results are measured and reported through clearly defined output and outcome indicators, aligned with World Vision’s results framework.Lead the development of semi-annual and annual technical program reports, ensuring the accurate capture of child well-being outcomes and the presentation of evidence-based impact at scale.Support Area Programme teams in compiling WASH-related annual reports, ensuring compliance with Support Office and Donor requirementsTeam management

Required Education, training, license, registration, and certification
A Master's degree in Public Health, Master`s Degree in Environmental Health or Master`s Degree in Water and Sanitation Engineering OR related field from certified Universities.Post graduate/certificate in International Water Sanitation and Hygiene program (IWASH) OR Post graduate in Planning and ManagementUniversity Degree in Civil Engineering, Water Engineering.Required Professional Experience
Minimum of 10 years’ experience in WASH sector with a thorough understanding of all areas of project management cycles in a complex, international development organization. 5 years should have been at a managerial level.Experience with relevant technical models and approaches such as CLTS Plus, PHAST, CHAST, WASHFIT, Community Water Supply, faith-based approaches and social accountability.Excellent skills in Monitoring & Evaluation.Track record of success in grant fundraising, including donor relations and proposal writing.Working experience or engagement with government Ministry of Water and Environment, Uganda Water and Sanitation Network (UWASNET) at National level.Strong experience in participation in Sector working groups at National levelMust possess some legal experience on issues related to WASHStrong budgetary and financial management skillsExcellent communication skillsNetworking and influencing skillsAbility to engage at a strategic levelGood report writing skills is a prerequisiteGood interpersonal, organizational and time management skills.Able to work on a cross-cultural environment with a multi-national staff.Ability to solve complex problems and to exercise independent judgment.Ability to travel within country, regional and internationallyExperience in implementing WASH Programme in Development and Emergency contextPreferred Knowledge and Qualifications
