Maintenance & Construction (M&C) is responsible for general maintenance, repair, and renovations of all University of Washington (UW) main campus facilities including building interiors, exteriors, and grounds, as well as logistics, moving, and disposal of surplus equipment and furniture. We have an outstanding opportunity for a **Surplus Retail Operations Program Support Supervisor II** . Under the direction of the Surplus Assistant Manager, this position oversees the daily operations of the Surplus retail store, supervises program staff, coordinates retail activities, and ensures excellence in both store operations and program administration. The person in this position will be responsible for staff scheduling, performance management, and workflow, all while maintaining a safe, organized, and customer-focused environment. This position requires a skilled communicator who can provide exceptional front-line service via email, phone, and in-person interactions with the campus community, state agencies, non-profits, and the general public. The ideal candidate is a strong leader with the ability to work independently, solve problems quickly, and drive process improvements in a fast-paced setting with many moving parts. You will combine operational expertise with a focus on delivering an outstanding customer experience, while ensuring compliance with all state regulations and University policies. Due to the hands-on nature of this position, telework/remote work is not an option. **Primary Duties and Responsibilities** Supervise and direct work of Program Coordinators and hourly staff assigned to the Surplus retail store. Plan, schedule, coordinate, and direct daily responsibilities of staff. Assign overtime, monitor time cards, and administer payroll/personnel documents. Establish and maintain performance standards for approximately six (6) direct reports. Responsibilities include: hiring, evaluating, training, performance management, and grievance resolution. Recommend and implement corrective action in accordance with bargaining unit contracts. Provide direction and assign work of Moving staff assigned to work Surplus retail store. Provide ongoing performance feedback to appropriate supervisor or manager. Oversee the day-to-day operations of the Surplus retail store. Coordinate, schedule, and monitor program activities consistent with program goals. Maintain retail space; determine appropriate locations and placement of merchandise in the store; maintain store arrangement to maximize space utilization and accommodate all current and incoming surplus property. Make recommendations for facility improvements. Provide leadership associated with facility cleanliness and safety. Oversee sustainment of space including the public restroom, loading docks and dock bays. Identify hazardous materials, such as sharps, chemicals, asbestos, lead, mercury, radioactive producing devices, lasers, etc. Follow handling and disposal guidelines; submit inquiries and disposal requests to EH&S. Respond to, investigate, and follow up with incidents involving hazardous materials. Identify intervention strategies and necessary policy and program improvements. Annually review and update written policies and procedures ensuring they reflect current processes and standards and contain sufficient information to allow other employees to perform key tasks. Serve as liaison between UW Surplus and marketing consultants, advertising vendors, and outreach event coordinators. Responsible for outreach event planning and assigning and directing work of staff for event. Research, recommend, and acquire promotional items for UW Surplus. Initiate marketing and outreach activities to expand potential pool of buyers and to inform customers of changing purchasing opportunities. Assist in the maintenance of social media accounts. Serve as a department representative on internal UW communications and marketing committees. Advise the campus community, governmental agencies, non-profit organizations, and the general public regarding the policies and procedures for acquiring and disposing of surplus property. Recommend appropriate methods for acquisition, and recommend alternatives as necessary. Ensure compliance with University policies and procedures, State of Washington WACs and RCWs, and federal government standards. Plan and establish timelines and work priorities for the preparation of surplus sales. Sort and prepare inventory for the in-person store, online store, and timed auctions. Draft item descriptions, photograph and prepare listings. Oversee the creation and publishing of listings, images and related content for the website (https://facilities.uw.edu/uw-surplus/) , online storefront (https://secure.touchnet.net/C20410\_ustores/web/store\_main.jsp?STOREID=27&SINGLESTORE=true) , social media platforms, campus calendar, and other digital platforms. Conduct market research for specialized property, perform valuations, and establish appropriate sales prices and/or auction reserve amounts. Conduct sales of surplus property to University of Washington departments, state and local governmental agencies, non-profit organizations, and the general public. Oversee and enforce compliance of sales policies; follow-up with clients as needed; recommend sales policy changes. Oversee and prepare physical inventories of store inventory. Perform yearly and random audits; reconcile inventory discrepancies and prepare inventory discrepancy reports. Ensure accountability of equipment and inventory control. Properly record inventory dispositions and disposal process. Monitor and administer program cash handling controls, policies, and procedures. Maintain, balance, and replenish change and cashiering change funds. Reconcile tills; investigate and resolve discrepancies; prepare cash sales reports. Prepare and process invoices and payments for priority group sales. Participate in organizational, division, unit, and workgroup programs to improve processes and programs and to ensure organizational efficiencies and desired outcomes are met and program goals are reached. Assist in developing goals and objectives; determine timelines and work with the teams to ensure deadlines are met; assist in development and analysis of performance measurements. Assist in the development of multiyear financial plans including both program revenues and expenses. Forecast market changes affecting program performance and ensure incorporation into organizational financial plans. Prepare statistical reports. Make recommendations and implement plans for revenue generation and cost savings. Prepare monthly, quarterly, annual sales reports and performance metrics. Investigate workplace accidents/incidents and ensure adherence to safety standards and safe workplace practices. Actively improve, promote, and monitor work area safety. Schedule and document staff safety training with initial safety orientation. Ensure additional required safety training is current and complete. Plan, coordinate, and implement training as required. Plan, review, and purchase equipment, tools, supplies and materials that improve the efficiency of the staff and daily operations. Coordinate maintenance and repair of equipment. Safely operate and oversee the safe operation of material handling equipment, including forklifts, used in receiving and retail areas within the store and warehouse and to load and unload property. Respond to: • General requests for program or operational information. • Requests for information/action from other campus departments. • Complaints from customers and staff. Provide coverage for operational continuity which includes coverage for supervisors and the Retail Sales Program Coordinator. Flexibility of schedule is required to meet operational needs. + Work is normally performed in an indoor warehouse and office setting.
