SMX is seeking a Program Specialist to join our team and play a pivotal role in strengthening regional stability by driving USSOUTHCOM's objectives through high-impact initiatives. We're seeking a strategic thinker who can translate complex requirements into actionable solutions and make a tangible difference.
As a Program Specialist, you'll be at the forefront of developing and executing DSCA-approved Significant Security Assistance/Cooperation Initiatives. Your expertise will directly empower USSOUTHCOM to meet vital detection and monitoring requirements across the region, making a real-world impact on security.
**Essential Duties & Responsibilities**
+ **Strategically Guide Program Development:** Spearhead the creation of impactful programs and articulate innovative acquisition strategies to meet our evolving regional needs
+ **Orchestrate Complex Solutions:** Collaborate closely with the SCJ5 staff to manage diverse interagency, DoD, and commercial solutions, leveraging various acquisition methods to deliver comprehensive support for the SOUTHCOM Security Assistance/Cooperation (SA/SC) program
+ **Influence Critical Decisions:** Provide key recommendations on prioritizing requirements and selecting optimal acquisition strategies, ensuring the most effective use of resources within a fiscally constrained environment
**Your core responsibilities will include:**
+ **Shaping Transformative Initiatives:** Develop and refine detailed documents like contract Scopes of Work, Brand Name Justifications, and Delivery Order Requirements, orchestrating the procurement of vital materials and services crucial for long-term capability sustainment
+ **Optimizing Execution Processes:** Advise government partners on streamlined program execution within U.S. Interagency and military supply systems, ensuring efficient delivery
+ **Pioneering Acquisition Strategies:** Evaluate and recommend cutting-edge acquisition strategies, focusing on long-term cost-benefit and their effectiveness in achieving J5's Counter-Narcotics/Counter-Transnational Criminal Organizations (CN/C-TCO) objectives
+ **Forging Key Partnerships:** Coordinate actively with other agencies, staff, and Security Cooperation Offices (SCOs) to:
+ Keep all stakeholders informed about the latest J5 SA/SC initiatives and critical programs of record in Colombia and Latin America
+ Ensure the seamless development, tracking, approval, and implementation of annually prioritized Significant Security Assistance/Cooperation Initiatives
+ **Unleashing Innovative Logistics:** Recommend groundbreaking solutions to meet the highly dynamic and ever-changing logistics demands associated with delivering these crucial initiatives
**Required Skills & Experience**
+ Bachelor’s Degree preferred. We also consider an associate’s degree with 8 years of relevant experience, or 10 years of relevant experience if you don't have a degree
+ Proven experience in database design, development, and analysis; DoD joint/combined operations and operational planning; and a comprehensive understanding of DoD/federal agency CN/C-TCO programs and operations
+ Familiarity with Inter-Agency (IA) coordination, bi-lateral cooperation agreements, and Theater/Geographic Command processes. USSOUTHCOM AOR experience is highly desired
+ In-depth understanding of planning, programming, and budget administration principles, fiscal law, and execution methods. Proficient in funds control across various appropriations (e.g., OMA, Investment, R&D, MILPAY) for the CN/C-TCO central transfer account
+ Extensive knowledge of Microsoft Access and all Microsoft Office applications
+ Thorough knowledge of SECDEF/CJCS/JS to GCC/FCC interactions, directives, and adjudication processes. You understand coordination requirements with the Department of State (DOS) and other government agencies for comprehensive solutions, and you're familiar with command entities in operations planning and execution
+ Ability to effectively communicate, negotiate complex issues, and foster strong working relations. Skilled at analyzing facts, drawing conclusions, devising solutions, and presenting them in clear briefings, papers, or reports for top management
+ Spanish language proficiency

The SMX salary determination process takes into account a number of factors, including but not limited to, geographic location, Federal Government contract labor categories, relevant prior work experience, specific skills, education and certifications. The proposed salary for this position is:
$121,000—$201,600 USD
