Office of Early Childhood Operations
Job Focus Area
The Office of Early Childhood is seeking aProgram Specialist – Social Servicesto support the Child Care Assistance Program (CCAP)through systems innovation, data analysis, and interdepartmental coordination. In this vital role, you’ll lead statewide efforts to implement and maintain systems that help families access quality, affordable child care. As part of a collaborative, mission-driven team, you’ll contribute to a program that supports working families and promotes equitable access to early childhood education. Your expertise will help streamline workflows, improve data systems, and ensure compliance with federal funding requirements—all while directly supporting Louisiana’s children and families.
Applicants who possess the following experience are encouraged to apply:
+ Knowledge and experience of the Child Care Assistance Program and data systems.
+ Understanding of CCAP policies and regulations
Minimum Qualifications
Five years of experience in administrative services, public health, social services, or health services; OR
Six years of full-time experience in any field plus two years of experience in administrative services, public health, social services, or health services; OR
A bachelor’s degree plus two years of experience in administrative services, public health, social services, or health services; OR
An advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus one year of experience in administrative services, public health, social services, or health services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
+ Update and maintain user access to multiple systems
+ Onboard new employees
+ User acceptance testing of various systems
+ Update and maintain system progress trackers
+ Train staff and provide troubleshoot support to staff
+ Meet with system contractors
Position-Specific Details:
Appointment Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected.
Career Progression: This position does not participate in a Career Progression Group.
Work Schedule: Work hours are Monday - Friday. Work hours will be determined.
Compensation: The salary offered will be determined based on qualifications and experience. **Note regarding the advertised pay range: The maximum amounts listed are the maximum salary amounts a person can make over their career andnot the maximum amount we are allowed to pay a new hire .
