This is a complex professional position that provides support in the development and monitoring of a statewide system of programs, services and policies affecting the early childhood programs. The person in this position will provide support to the Child Care Assistance Program by conducting analysis of case and payment records utilizing the following systems: CAFE, TIPS, CAPS, etc. This position assists the supervisor with analyzing, reviewing and recommending improved service delivery to encompass the entire scope of CCAP processes. Additionally, responsibilities will include quality assurance of CCAP payment records for compliance with all federal and state laws, and departmental policies and procedures. Preferred Experience: The preferred candidate should have experience with eligibility determinations, analyzing data, planning, problem solving, and providing oversight and guidance. Preference will be given for candidates that are knowledgeable of CCAP and other early childhood programs that fall under LDOE, and possess a working knowledge of how they collaboratively function to ensure high quality early childhood services are provided in Louisiana. Additionally, the preferred candidate should possess professional public speaking skills for the purpose of providing training and presentations, and should have exceptional oral and written communication skills Minimum Qualifications Five years of experience in administrative services, public health, social services, or health services; OR Six years of full-time experience in any field plus two years of experience in administrative services, public health, social services, or health services; OR A bachelor’s degree plus two years of experience in administrative services, public health, social services, or health services; OR An advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus one year of experience in administrative services, public health, social services, or health services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: + Program Support & Policy Management related to CCAP Payments + Responsible for quality assurance of payment records, reviewing and analyzing them for federal and state law compliance. + Actively participates in developing and implementing payment accuracy and program integrity initiatives. + Assists with federal and state audits. + Reviews and tracks incoming payment records Position-Specific Details: Appointment Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected. Career Progression: This position does not participate in a Career Progression Group.
