Yes County Erie Street Address 535 Washington Street, Suite 201 City Buffalo State NY Zip Code 14203 Duties Description Reporting to the Program Analyst 2, this role will assist with the administration of grant awards issued by the Community Grants Reinvestment Fund at the Office of Cannabis Management. The Community Grants Reinvestment Fund was established by the Marijuana Regulation and Taxation Act. The Fund issues grants to qualified non-profits serving communities disproportionately affected by prior federal and state drug policies in order to redress a wide range of community needs. The incumbent will assist in the administration of Requests for Applications, reviewing and processing grant applications, developing and processing contracts through the approval process, managing and processing requests for reimbursement, and progress reports. Specific responsibilities for this position include:• Assist OCM teams on the development of application criteria and process management for Requests For Applications (RFA).• Conduct application reviews using the electronic application system.• Compile and synthesize information needed for program management; identify trends and common roadblocks for grant recipients to be successful.• Evaluate and improve quality control and quality assurance procedures for efficient and accurate management of applications, contracts, reimbursement claims, and progress reports. • After contract approvals, review claims submitted electronically by awardees for reimbursement and payments to ensure compliance with applicable guidelines and contract terms for each grant program.• Organize, track, and process documentation and claims for reimbursement submitted by grant awardees in the electronic grants management system, drafting reports for OCM management on grant progress.• Maintain up-to-date spreadsheets and analytic systems to ensure accurate and timely information is readily available.• Communicate with grant awardees to resolve questions related to the submission of reports and claims for reimbursement, including obtaining additional supporting documentation as needed, and encouraging submission of claims for reimbursement and proposals, as directed by grant timeline.• Support special projects and initiatives for OCM grant programs.• Perform other related duties as directed by the Director or other OCM leadership. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:This title includes a traineeship opportunity and applicants will be appointed to the appropriate level** based on their experience and education. Required experience: experience where your major job responsibilities included one of the following: accounting and auditing; investigating and/or inspecting regulated entities and facilities; interpreting and explaining policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals; policy analysis and research; surveillance; quality assurance that included evaluating whether projects met/are meeting requirements that included risk assessment; providing professional level economic development products or services; community outreach which included vulnerable populations; negotiating and/or approving contracts or agreements with suppliers, distributors, federal or state agencies, or other administrative control processes. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.**Program Specialist 1 Cannabis level requirements:• Program Specialist Trainee 1 Cannabis (equated to SG-14): bachelor or higher degree. • Program Specialist Trainee 2 Cannabis (equated to SG-16): bachelor or higher degree and one year of required experience.• Program Specialist 1 Cannabis, SG-18: bachelor or higher degree and two years of required experience. Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position and eligible for transfer under Section 52.6 of the Civil Service Law.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam.
