Job Summary: 

Raytheon is seeking a Program Operations Manager to join the Program Operations team. This position is the primary interface between the Program Office Integrated Program Leadership Team and the Factory Leadership Team, responsible for communicating all Program requirements to the Strategic Make Centers (SMCs) and manufacturing sites. This candidate will collaborate with Program Management and be the liaison to the SMCs ensuring that all program needs are integrated and supported to meet program commitments. This candidate will be located onsite in either Tucson, Arizona; Huntsville, Alabama or Andover, Massachusetts.

Applicant must be located in one of these locations or willing to relocate.  There is NO relocation assistance for this role.
 

Results will be accomplished through leading, influencing and briefing across all levels of the organization, including internal and external customers.  This position involves direct support of manufacturing activities for a technically complex, high dollar value weapon system spanning multiple contracts. Requires spending significant amounts of time in and around factory areas, closed areas, and requires full time on plant site support. The ideal candidate will possess the skills and experience necessary to provide operations leadership across the program lifecycle including proposals, development, production, and sustainment activities. The preferred candidate must be capable of working beyond the typical 40-hour work week, travel domestically and move between buildings and local facilities.  

What You Will Do:

Participate in strategic Program / Operations planning for current development and production efforts.Communicate across multiple program efforts, to identify, assess, collaborate and resolve any conflicts within Program Operations.Operations point of contact for proposal development and approval, ensuring proposed costs or challenges are understood by Operations leadership and factoriesParticipate in business pursuit and capture, including developing TINA (Truth in Negotiations Act) compliant Basis of Estimates (BOE) submittals leading to contract awards.Lead Front End of the Business (FEOTB) activities including Contract requirements review, BOM development, MRP Requirements planning, Manufacturing execution plan development, and Make/Buy/Where strategy and execution.Identify and manage operational risks and opportunities throughout each phase of the business cycle by developing and implementing Risk Mitigation and Opportunity Capture Plans.Coordinate and develop operations requirements for all gate reviews and execute proposed strategies from early gate reviews for effective implementation in future production. Ownership of the Program Operation’s EAC and budget 

Qualifications You Must Have: 

Typically requires a Bachelor’s degree, preferably in Science, Technology, Engineering or Mathematics (STEM) but could be another major and 8 years prior relevant proposal experience, or An Advanced Degree in a related field and minimum 6 years of prior relevant proposal experienceEarned Value Management System Certified|

Successful experience including working in a manufacturing environment with complex systems integration within multiple factories, multifaceted federal regulatory requirements, and/or military or defense manufacturingCapital Planning, Cost Reduction Strategy and/or Constraints Management experiencePrior experience with factory Test Equipment development and prove-in processesRLPM / IPDS Gate Review processesDemonstrated understanding of manufacturing tool sets from integration through delivery of product (DD250) Understanding of Lean Application Understanding the Raytheon Manufacturing Transition to Production Tool Sets Experience managing support plans and maintaining schedule in cross-functional, matrixed environment Understanding Raytheon’s product structures and product technical details

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
