The Program Manager (Value Stream Leader) will be accountable for the full lifecycle of products and services from inception through completion, including pursuit and order capture, design and development, produce to deliver, service/support, and long-term strategic business plans. Assigned as the chair or Program Manager of the Integrated Project Team (IPT) accountable for managing the contract lifecycle, cost schedule, performance and on-time delivery of company programs or subsystems of major programs. Serves as the face of the organization to clients and customers. Has Profit & Loss (P&L) responsibility for a specified value stream or group of value streams within a business segment or portfolio.
This role is **Onsite** in Sterling, VA.
**What You Will Do**
+ Leading program execution and pursuit order capture for small (<$100k) to large efforts (>$100M) within the Air Combat portfolio
+ Participates in the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operational budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization's interests
+ Requires ability to communicate with executive leadership regarding matters of significant importance to the organization. May conduct briefings with senior leaders within the job function
+ Communicates with parties within and outside of own function, and typically has responsibilities for communicating with parties external to the organization, (e.g., customers, vendors, etc.)
+ Works to influence parties within and outside of the job function at an operational level regarding policies, procedures, and practices
+ Earned Value Metrics (EVM) and Control Account Management (CAM). Ability to analyze data and monitor programs to ensure adherence to cost, schedule and technical specifications
+ Demonstrates continuous improvement initiatives to optimize efficiency and quality by improving existing processes and practices. Solutions are novel and unique, and achieved through research and integration of industry best practices
+ Identifies and addresses program problems and recommends resolutions to ensure the successful completion of programs
+ Leads program work with the various functional organizations to ensure accountability of the team members and alignment with the customer program objectives
+ Manage forecasted orders and sales within their P&L responsibility and execute to customer commitments
+ Typically viewed as subject-matter expert within discipline
+ Problems faced are difficult and often complex
+ Requires minimal oversight from manager
+ Influences others regarding policies, practices, and procedures outside of program management/value stream leadership
+ Contributes to the development of goals of the portfolio and planning efforts (budgets, operational plans, etc.)
+ Directs activities that have significant impact to the achievement of results for the portfolio
+ Coaches, reviews, and delegates work to lower-level professionals. Influences others regarding policies, practices, and procedures
+ Works to influence others to accept job function’s view/practices and agree/accept new concepts, practices, and approaches
+ Willing to travel to install, customer, and internal sites when needed
**Qualifications You Must Have**
+ Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
+ Requires advanced knowledge of project management typically obtained through advanced education combined with experience
+ Active and transferable **Secret** U.S. government issued security clearance is required **prior to start date** .

The salary range for this role is 112,000 USD - 224,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
