KBR is seeking a Program Manager to lead program management and R&D project management in support of the Defense Threat Reduction Agency at Kirtland Airforce Base. The Program Manager will also perform tasking under instrumentation and R&D 50% of the time while performing program management and resource management the other 50% of the time. The Program Manager will report directly to KBR Sr Program Management and perform as the point of contact for the DTRA instrumentation group for R&D projects and support operations for Chemical, Biological, Radiological, Nuclear, and high-yield Explosives (CBRNE) testing. Candidate will have a broad knowledge across several engineering and science disciplines with strength in one or more areas of CBRNE and an understanding of project management under DoD government contracts with extensive personnel and resource management to include leading a team of technicians, engineers, and scientists.

Typical duties include:
Responsible for direct management of the Operations Management and R&D staff.Organizes project and task workloads and selects individuals most qualified for assignments on specific projects.Acts as primary liaison between Operations, R&D, and other functional groups and resolves any issues regarding program planning.Responsible for the employment, training, motivation and discipline of assigned employees.Establishes and maintains contract budget.Directly manages exempt and nonexempt level employees and operations managers.Leads instrumentation planning, calibration, fielding, and testing.Engage in and support R&D projects performing necessary work to keep R&D projects on track during heavy testing periods.Oversee all program R&D projects related to Chemical, Biological, Radiological, Nuclear, and high Explosives (CBRNE) instrumentation development and integration into Defense Threat Reduction Agency (DTRA) testingDevelop and deliver technical presentations to DTRA with assistance from technical team membersDevelops and delivers contract performance reports and presentations to the DTRA customer to include CDRLs, CPAR self-assessments, and Program Management Reviews.Identify and involve appropriate reach-back skills within KBR as project needs arise.Required Skills and Abilities:
US CitizenshipAbility to acquire a minimum of Secret DoD clearanceStrong communications skillsStrong presentation development and presentation skills (weekly presentations to customers)Degree in science or an engineering disciplineExperience on highly technical R&D projectsDoD contracting experiencePreferred Skills and Abilities:
Software development or engineering experience tied in with hardware applicationExtensive knowledge in CBRNE instrumentation technology and methodologiesActive Secret or Top Secret DoD clearanceRequired Education and Experience:
Bachelor's degree in engineering, science, or equivalent experience.10 years’ experience in technical program planning and implementation, contract interpretation budget development and administration of government projects20 years equivalent experience in lieu of degreePreferred Education and Experience:
