The Opportunity:

CACI's Business and Information Technology Solutions (BITS) Sector is seeking a Leader to manage and maintain a Federal Emergency Management Agency (FEMA) Integrated Public Alert and Warning (IPAWS) support contract. This role is based out of the Technical Support Services Facility (TSSF) in National Harbor, MD. As the Program Manager, you'll focus on emerging technologies, training, presenting alerting equipment, technologies, facility capabilities, and program cost, schedule, and performance ensuring successful project delivery.

Strong blend of leadership, technical expertise, and emergency management knowledgeStrategic planning and problem-solving skillsAbility to explain and present new Alert, Warning and Notification (AWN) technology conceptsIn-depth knowledge of IPAWS and other emergency communication technologiesExperience managing complex program task orders in the $10M to $20M annual range


Responsibilities:

Support IPAWS leadership's efforts towards delivering timely alerts and emergency information to the public Understand key customer requirements and formulate strategy for operational execution while driving innovation Monitor performance against milestones and recommend personnel, resource and schedule changes Provide strategic support to IPAWS leadership while maintaining program effectiveness and promoting core mission priorities Drive cross-functional collaboration to meet mission goals, resolve issues, and support IPAWS Division operations Lead, train and supervise a diverse team of emergency management professionals Manage the upkeep of the CACI Contractor Owned/Contractor Operated (COCO) facility Build and strengthen relationships with government agencies, industry partners, and policymakers Develop and deliver training programs for emergency managers and alerting authorities Present TSS facility equipment and capabilities to stakeholders Ensure 24/7 help desk support and operational readiness Manage all aspects of Program support associated with the Technical Support Services (TSS) statement of work


Qualifications:

Required: 

Bachelor's degree or 10 years of emergency/program/project management experience     PMP certificationIndustry experience in Emergency Management Proficiency in Microsoft applications and project management software Strong understanding of national emergency response frameworks, including FEMA policies and NIMS


Desired:

Understanding of wireless, broadcast, satellite, and internet-based alerting systems Familiarity with Common Alerting Protocol (CAP) and system interoperability standards Experience coordinating with federal, state, and local agencies in emergency preparedness Industry certification(s) in Emergency Management ITIL Foundation CertificationPublic Trust; Secret clearance; or ability to obtain a clearance

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$113,200 - $237,800
