The Opportunity:

CACI is currently seeking a Program Manager for an upcoming program. This Program Manager will be responsible for the successful capture and execution of a seaport contract. This role requires a strategic approach to contract acquisition, as well as meticulous management of contract deliverables, timelines, and stakeholder relationships. The Program Manager will lead cross-functional teams, ensure alignment with organizational goals, and drive continuous improvement in program performance.


Responsibilities:

Strategy Development:

Develop and implement a comprehensive strategy for capturing new opportunities to grow portfolio of work.

Conduct market analysis to identify opportunities, competitors, and potential challenges.


Proposal Management:

Support the proposal development team to create compelling and compliant proposals.

Ensure all proposals meet client requirements and align with organizational capabilities.


Stakeholder Engagement:

Build and maintain relationships with key stakeholders, including clients, partners, and internal teams.

Conduct presentations and negotiations to secure contract awards.


Compliance and Risk Management:

Ensure all capture activities comply with legal, ethical, and regulatory requirements.

Identify and mitigate risks associated with the contract capture process.

Program Planning and Initiation:

Develop a detailed program plan, including scope, schedule, budget, and resource allocation.

Establish program governance and reporting structures.


Team Leadership:

Lead and mentor a cross-functional team, including project managers, engineers, logistics experts, and support staff.

Foster a collaborative environment to ensure team alignment and high performance.


Stakeholder Management:

Maintain regular communication with clients, stakeholders, and team members to ensure alignment and address concerns.

Manage expectations and resolve conflicts as they arise.


Performance Monitoring and Reporting:

Track program progress against plan, identifying variances and implementing corrective actions as needed.

Prepare and present regular status reports to senior management and stakeholders.


Quality Assurance:

Ensure all deliverables meet quality standards and client expectations.

Implement continuous improvement initiatives to enhance program performance.


Financial Management:

Monitor budget and financial performance, ensuring cost-effective delivery of the contract.

Manage procurement processes and vendor relationships.


Qualifications:
Required: 

Bachelor’s degree in Business, Engineering, Project Management, or a related field

Active Secret security clearance

10+ years of experience in program management, with a focus on contract capture and execution.

Proven experience in managing seaport or logistics-related contracts.

Excellent leadership and team management skills.

Superior communication, negotiation, and interpersonal skills.

Proficiency in program management tools and software (e.g., MS Office).

Demonstrated ability to manage multiple stakeholders and deliver complex projects on time and within budget.

Background of success and ability to communicate and interact with senior leadership.

Desired:

Advanced degree in a relevant field of study

Knowledge of Seaport contract vehicle operations

Familiarity with NSWC Crane market

PMP (Project Management Professional) or equivalent certification

Ability to obtain TS/SCI clearance

Demonstrated growth of workload portfolio in Government or Private Industry

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$88,700 - $186,100
