Venturi, LLC has an exciting career opportunity for a Program Manager on the Software Application Solutions Support Services (SASSS) task order supporting the Naval Air Warfare Center Aircraft Division (NAWCAD) Digital Networks & Applications (DNA) Department in the day-to-day operations, development, sustainment and management of software applications and technologies. The SASSS task order will provide and support products and services that encompass corporate management information systems, data warehousing, reporting, software applications, websites, and database/application hosting services.
This experienced **Program Manager** will provide management oversight and resources needed to execute the contract requirements and will take responsibility for strategic planning, team leadership, client communications, and project alignment with business objectives, security frameworks, and regulatory requirements.
**Responsibilities**
+ Provide technical/management leadership for all requirements and establish goals and plans that meet project and program requirements from inception to completion
+ Take responsibility for developing and implementing strategic plans for application and database program requirements analysis, use cases, design, development, testing, and implementation
+ Direct and control activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical and financial requirements are met
+ Ensure projects comply with relevant Department of Defense and Navy regulatory requirements, mitigating potential risks and vulnerabilities.
+ Drive initiatives to modernize and implement software standards, new technologies used across NAVAIR, and enterprise solutions
+ Conduct client negotiations and interact with senior management, internal and external leadership, and technical experts. Serve as a liaison between business and technical aspects of projects
+ Plan, initiate, manage IT projects, and lead and manage cross-functional teams of professionals. Guide and mentor personnel and foster high performance
+ Develop, manage, coordinate, and present various informational products, including:
+ Monthly Program Management Reviews (PMRs)
+ Weekly senior management meetings
+ Author, develop, deliver, and maintain program management delivery requirements (PMI, PMP) to include Transition Plans and Program Management Plan to detail successful execution of requirements
+ Oversee program Spstaffing, retention, security, and contract compliance.
+ Review and approve all employee timesheets and conduct periodic performance evaluations
+ Conduct interviews with technical experts and develop knowledge transfer and training curriculum artifacts.
+ Identifying, monitor, and drive positive results for contract performance metrics
+ Lead local contract transition efforts in coordination with subsidiary leadership and strategic business unit functional organizations
+ Perform other duties as assigned.
**Qualifications**
+ Bachelor's degree in science, Technology, Engineering, Mathematics, IT, or business-related programs
+ 10+ years of experience in project and program management, with at least 7+ years specifically managing operations, development, sustainment,and management of software applications and technologies
+ 5+ years of DoD experience.
+ Must have experience with managing a team of 30+ employees and subcontractors.
+ Must have high proficiency in the Microsoft Office suite and possess advanced skills and knowledge in programs like Word, Excel, PowerPoint, and Outlook
+ Must understand cloud technologies (e.g., AWS, Azure, GCP, Oracle) and hybrid cloud environments
+ Program Management Certification (PMP) required.
+ CompTIA Security+ CE Certification is required.
+ Certified Secure Software Lifecycle Professional (CSSLP) is preferred.
+ Must have an active Secret clearance
**Knowledge, Skills, and Abilities:**
+ Expertise in various methodologies like Agile DevSecOps and CI/CD, alongside tools like Microsoft Project, Jira, or ServiceNow
+ Excellent interpersonal communication, facilitation, and leadership skills to coordinate teams and communicate with stakeholders
+ Familiarity with relevant technologies and tools like SIEM systems, firewalls, VPNs, data encryption, cloud platforms (AWS, Azure, Google Cloud), and endpoint protection
+ Proven ability to manage relationships with internal teams (IT, legal, business), external partners, vendors, and senior leadership
+ Skillful time management and organizational skills to set and meet deadlines
+ Ability to work independently and within a team
+ Ability to work effectively in a team environment to encourage collaboration, innovation, and continuous improvement
+ Ability to meet minimum clearance requirements
+ Ability to work nights, weekends, and holidays as required
+ Ability to travel up to 25%
