Program Manager
**Overview** **_**This position is contingent upon contract award**_** SOSi is seeking an experienced Program Manager to oversee the implementation and execution of a federal detention contract at a West Texas facility. The Program Manager will serve as the primary point of contact for contract administration, compliance, and strategic program delivery. Operating from SOSi headquarters with regular travel to the facility, this individual will ensure that all services—including secure care and custody, transportation, medical care, resource management, legal access, records management, and detention processing—are delivered in alignment with federal requirements. **Essential Job Duties** + Lead all phases of the program lifecycle, including facility startup, ongoing operations, surge support, and eventual closeout. + Ensure that detainee care, custody, and support services comply with National Detention Standards (NDS) and other federal regulations. + Direct strategic planning and decision-making to meet contract requirements and Agency expectations. + Supervise and support facility leadership teams and subject-matter experts across multiple disciplines. + Act as the primary liaison with government officials, including the Contracting Officer (CO) and Contracting Officer’s Representative (COR). + Oversee subcontractors’ performance, ensuring timely and compliant delivery of services. + Conduct regular audits, inspections, and risk assessments to ensure contract compliance and mitigate operational risks. + Provide accurate and timely reports to the CO, COR, and SOSi leadership. + Implement corrective actions and contingency plans when required. + Direct rapid staff mobilization and surge capacity planning to meet unexpected demand. + Ensure adequate staffing, training, and resource allocation across the facility. + Manage program budgets, track expenditures, and ensure efficient use of funds. + Serve as the key point of contact for the customer and SOSi headquarters on all contract-related matters. + Provide regular updates to leadership on performance, compliance, and risk status. + Prepare closeout documentation, including final reports and lessons learned. **Minimum Requirements** + Bachelor’s degree in business administration, criminal justice, or a related field. + Minimum of 10 years’ experience managing federal contracts in detention, correctional, or comparable environments. + Demonstrated leadership experience managing large-scale, multi-subcontractor operations. + Knowledge of Federal Acquisition Regulations (FAR), whole-of-government approaches, and sensitive systems like the Enforcement Alien Removal Module (EARM). + Ability to obtain and maintain necessary federal security clearances (e.g., Tier 5 background investigation). **Preferred Qualifications** + Master's degree in a relevant field. + Professional certification in project management (e.g., PMP) or federal contracting. + Prior experience managing detention contracts. + Bilingual capabilities (e.g., English/Spanish) for enhanced communication. + Proven track record in risk management, compliance auditing, and large-scale program oversight. **Work Environment** + Primarily based at SOSi headquarters in Reston, VA, with frequent travel to the West Texas detention facility. + Fast-paced, high-stakes environment requiring flexibility and 24/7 availability for emergencies and surges. + Collaborative setting involving daily interaction with government stakeholders, subcontractors, and internal SOSi teams. + Access to secure systems and confidential information; strict adherence to data protection and disclosure protocols required. + Standard business hours with additional on-call responsibilities as needed to ensure program success. **Working at SOSi** All interested individuals will receive consideration and will not be discriminated against for any reason.
