About the Agency:The Idaho Public Charter School Commission (IPCSC) provides oversight and support for over 60 state-authorized charter schools across the state. The IPCSC team collaborates with many stakeholders including charter school board members, administrators, faculty, parents and students as well as state-level education agencies, legislators, and the Commission. Summary: The Program Manager is responsible for overseeing a portfolio of 20–25 charter schools, ensuring strong accountability, compliance, and support throughout the school lifecycle. This position requires analytical oversight, collaborative teamwork, and independent project management. Program Managers evaluate school performance, provide support to new and existing schools, and contribute to agency-wide initiatives. Job Responsibilities: I. Caseload Management + Manage a portfolio of 20–25 charter schools. + Observe and report on annual board meetings. + Conduct annual desk audits of governance and policy documents. + Prepare annual performance reports covering ~20 accountability measures. + Conduct school site visits to assess implementation of educational models. + Evaluate school enrollment lotteries every five years for compliance. + Research and monitor national and local education trends to inform oversight decisions. + Address complaints and oversee interventions where necessary. + Support schools during pre-opening and first-year operations. + Guide charter renewal and amendment processes. II. Team Collaboration + Serve on internal committees (2–4 times per year), preparing documentation or presentations. + Contribute to Commission meeting preparations, including presenting findings and recommendations. + Evaluate 5–10 new charter petitions per year using established rubrics and participate in collaborative evaluation discussions. III. Additional Duties + Contribute to special projects and agency initiatives aligned with expertise and interest (e.g., public relations, petitioner support, process improvement). + Support agency-wide effectiveness and strategic priorities. Minimum Qualifications: + 3+ years of professional experience in a related position, such as roles in education administration, oversight, accountability, or compliance; or program management, evaluation or data analysis. + Demonstrated ability to analyze and evaluate educational programs. Typically gained by professional experience conducting program evaluations, audits, accreditation reviews, or school accountability reporting. + Ability to evaluate complex documents/issues and communicate findings clearly. Typically gained by preparing and presenting reports, compliance findings, or recommendations to boards, administrators, legislators, or other decision-makers. + Ability to travel for school oversight, school training, and professional development purposes. + Ability to work collaboratively with a wide variety of stakeholders. Typically gained by: working in a team environment that includes administrative boards, educators, government officials, or external partners to achieve organizational goals. Preferred Qualifications: + Bachelor’s degree in education, public administration, business, political science, or a related field. + Excellent written and verbal communication skills. + 3+ years of work experience in public schools. + Advanced degree or certification in education or related fields. + Knowledge or experience in Idaho education law and/or school operations. + Knowledge of public administration or organizational management. + Knowledge of research methods or data analysis techniques.
