Program Manager
We are seeking a highly skilled IT Program Manager to lead and oversee transformative IT initiatives in support of the Department of Defense Office of Inspector General (DoD OIG) Office of the Chief Information Officer (OCIO). This role requires a strategic leader with deep expertise in federal IT management, portfolio oversight, and enterprise architecture. The ideal candidate will bring a proven track record of aligning IT services with mission objectives, driving operational efficiency, and ensuring compliance with federal standards and regulations. As the IT Program Manager, you will play a critical role in shaping and executing the OCIO’s strategic vision—delivering high-impact solutions, managing complex technical projects, and fostering continuous improvement across the IT landscape. This position upon contract award. **Responsibilities** + Lead the planning, execution, and oversight of IT transformation initiatives aligned with the DoD OIG OCIO’s mission and strategic goals. + Implement industry-leading IT frameworks and methodologies that comply with federal laws, regulations, and standards. + Provide strategic and tactical IT management expertise to enhance infrastructure and service delivery. + Oversee Portfolio Management and Enterprise Architecture to support data-driven IT investment decisions. + Facilitate the identification, documentation, and traceability of technical, functional, and business requirements. + Maintain accurate project data in OIG-designated systems to support portfolio management and financial analysis. + Oversee technical project activities including user story creation, solution design, development, testing, prioritization, and backlog management. + Provide risk, cost, and schedule oversight while ensuring compliance with quality assurance standards. + Ensure effective resource allocation to meet performance objectives and improve operational efficiency. + Deliver high-quality reports, analyses, recommendations, and IT tools to support decision-making. + Coordinate with stakeholders to ensure alignment of IT services with organizational priorities. + Respond promptly to deadlines, incidents, and evolving requirements. + Promote continuous improvement in IT service quality and efficiency. **Qualifications** + Bachelor’s or Master’s degree in Mathematics, Engineering, Computer Science, Information Systems, or a related quantitative field. + Completion of 24 semester hours in mathematical, engineering, or quantitative analysis courses. + 15+ years of experience in cost analysis, with a strong understanding of DoD financial and acquisition environments. + 10+ years of progressive experience in IT Project Management, including managing large and complex projects. + Demonstrated experience with project management methodologies (e.g., Agile, Scrum, Waterfall, hybrid approaches). + Strong knowledge of IT portfolio management, requirements management, and investment planning. + Proven experience managing large-scale IT programs within federal or defense sectors. + Familiarity with Defense Department data sources such as Cost and Software Data Reporting (CSDR) and Earned Value Management (EVM). + Demonstrated ability to lead cross-functional teams and manage complex stakeholder relationships. + Strong communication, analytical, and problem-solving skills. **Job ID** 2025-18916 **Work Type** On-Site **Company Description** **Work Where it Matters** Suvi, an Akima company, is not just another federal mission services contractor.
