Position Description 

Under general direction of the Executive Director, Institutional Advancement, manage and direct the activities and operations of the Career Center and special programs/services such as the Workforce Innovation and Opportunity Act (WIOA) and other grant funded programs.

 

Ideal Candidate Statement

The ideal candidate is passionate about advancing students and their community. The candidate is familiar with workforce and career development and is experienced in administering Workforce Innovation and Opportunity Act programs. This person must be goal-oriented and able to lead the Career Center at an institutional and regional level. The successful candidate is comfortable speaking with campus students, key stakeholders, grant partners, funders, and employers in public and private settings.

 

The successful candidate possesses the ability to create meaningful partnerships across the College and the greater Bay Area region, and must embrace the principles of diversity, equity, and inclusion for students, community members, and industry partners. The successful candidate must be committed to the values of the College and lead with integrity.

 

This position is funded by categorical resources, and continued employment is contingent upon the availability of these funds.

 

Duties and Responsibilities

 

• Manage and direct the organization, staffing, budget, and operational activities for the Ohlone College Career Center (Career Center) located at the Ohlone College Newark Center for Health Sciences and Technology and satellite office spaces.

• Provide leadership in the development and implementation of goals, objectives, budget, policies, and priorities for the Career Center and other grant funded programs with a focus on serving stakeholders that includes students, alumni, community members, employers and community partners.

• Supervise classified professionals and provisional staff who provide career development services to program participants and students to include but not limited to career coaching and advising, job search assistance, and career readiness workshops and assessments.

• Coordinate and implement special events including employer forums, on-site recruitment activities, job fairs, employer information sessions, and dislocated worker rapid response activities.

• Leads outreach in-person and online, utilizing current marketing tools that include social media, mass media, and mobile communications to identify and attract students/alumni and community members.

• Manage Handshake and CalJOBS Career Services Management (CSM) platforms, intake, tracking and case management systems. Maintain and administer components of the Career Center websites and utilize project management tools that include //Trello.com and //Monday.com systems.

• Support the College's Community and Corporate Education programs through collaborative marketing, business outreach and the development of customized training programs designed to upgrade the skills of the local workforce; coordinate and provide oversight of sub-contracted business consultants.

• Serve as the main administrator contact to the Alameda County Workforce Development Board and liaison with funders, faculty, community partners and other colleges and universities to develop and maintain strong community partnerships.

• Collaborate with student services and academic affairs at both Fremont Campus and Newark Center to expand awareness of WIOA services through active outreach, share resources, and serve students seeking jobs and internships in a coordinated program design.

• Prepare staff assignments, oversee scheduling, complete performance evaluations, approve conference requests, and support staff development activities.

• Demonstrate cultural sensitivity while engaging with a diverse academic, socioeconomic, cultural, and ethnic backgrounds of faculty, staff, and students with physical and learning disabilities.

• Perform other related duties as assigned.

Knowledge Of

• Operational characteristics of WIOA funded career centers and all aspects of relevant legislative requirements.

• Career development theory and models to support student growth, retention, and graduation.

• Budget development and management.

• Revenue generation concepts and approaches.

• Prominent national and regional professional associations that include the National Association of Colleges and Employers (NACE), Mountain Pacific Association of Colleges and Employers (MPACE), and California Workforce Association (CWA).

• Community service agencies and resources.

• Principles of budget preparation and management.

• Modern office procedures, methods, and computer equipment.

• Principles and procedures of report preparation.

• Principals of supervision, training, and performance evaluation.

Skill To

• Conceptualize career services that integrates hybrid (virtual/in-person) approaches to serving key stakeholders.

• Utilize database and software systems.

• Source funding opportunities and identify potential revenues streams.

• Establish, build, and maintain cooperative and effective working relationships.

• Manage multiple projects with competing priorities.

Ability To

• Manage and coordinate the work of management, professional, technical and clerical personnel.

• Select, supervise, train, and evaluate staff.

• Interpret and explain District, and grant related policies and procedures.

Minimum Qualifications

Any combination equivalent to a bachelor's degree in public administration, business, communications, or related field, a minimum of (1) one year of supervisory experience, and (3) three years' experience related to Workforce Innovation and Opportunity Act (WIOA) program(s);AND

Commitment to community college goals/objectives of being an equity-based and anti-racist institution, and providing quality programs and services for culturally, socio-economically, ethnically, and academically diverse students and students with disabilities; personal qualities to work effectively and with sensitivity in a multicultural environment; awareness of and commitment to the needs of non-traditional and/or re-entry students with diverse abilities and interests;

AND

Must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices.

• Bilingual and Biliterate.

Salary Placement

Initial salary placement will be determined by the education, experience, and qualifications the candidate brings to the position, internal equity, and the hiring department's fiscal resources. Management employees typically advance one step on the salary schedule each year and have the potential to reach the current maximum step of $137,472.00 annually.
