Job Description:

Parsons is seeking an experienced Program Director to join our team for a major aviation program in the European Union (EU).

POSITION OVERVIEW:

Provides overall strategic leadership and management for the planning, design, construction, and commissioning of a major aviation program in the EU to assure alignment with the client objectives, regulatory requirements and international aviation standards. The Program Director must be capable of managing projects and programs exceeding EUR 1 billion in investment value, with direct responsibility for program delivery, operational readiness, and handover to the client.

Prior experience must include significant leadership in the management of aviation or large-scale infrastructure projects at the Project Director / Program Director level, including oversight of complex construction teams of 300+ personnel.

SPECIFIC RESPONSIBILITIES:

Serve as the primary Company representative with the client, government entities, consultants, and contractors.Lead the planning, execution and closeout of a major aviation program in the EU, ensuring proper delivery of complex, multi-disciplinary packages.Ensure compliance with program objectives regarding scope, cost, schedule, and quality, while maintaining rigorous safety, ethics, and risk management standards.Oversee the development of the integrated program execution plan, ensuring proper implementation of the plan.Maintain excellent relationships with the clients, contractors, consultants and JV partners.Lead negotiation of scope changes with client and key stakeholders, ensuring alignment with contractual obligations.Implement strategic program management frameworks and governance systems, ensuring cross-discipline operational consistency.Lead and manage program resources including recruitment, mobilization, and leadership of project teams.Facilitate partnerships with stakeholders, regulators, and international agencies to meet program goals.Ensure seamless handover for commissioning and operational readiness, in line with client and regulatory expectations.Establish reporting systems and KPIs to track milestones, risks, and budget performance.Mentor senior managers and technical staff, building leadership capacity for long-term program delivery.Represent Parsons in public forums, negotiations with authorities, and program-wide stakeholder engagements.Promote innovative engineering and management practices across the program.

EDUCATION/EXPERIENCE:

Bachelor’s (Master’s degree preferred) in Project Management, Engineering, Architecture, or related technical discipline.Minimum 25 years’ experience in large-scale infrastructure or aviation projects.At least 15 years in senior management roles, leading international construction programs or organizations with 300+ personnel.Minimum 10 years’ additional senior experience in aviation or infrastructure megaprojects exceeding EUR 1 billion in value.Proven record of successfully delivering aviation or infrastructure programs in the EU or internationally, including handover for commissioning and operations.Strong knowledge of EU procurement rules and regulations, FIDIC/NEC contracts, and aviation compliance standards.Strong experience in European or international infrastructure projects is highly desirable.Professional registration or chartership (PE, CEng, PMP, or equivalent) required.Native Polish speaker or Fluent in Polish (mandatory).Strong command of English for international reporting and stakeholder coordination.Strong leadership, stakeholder management, and cross-cultural communication skills.Demonstrated ability to navigate political, regulatory, and public sector environments in the EU.

SKILLS/COMPETENCIES:

Demonstrated leadership and governance in managing EUR 1B+ international programs.Strong stakeholder engagement skills, including ability to influence senior government and client executives.Excellent communication, negotiation, and presentation skills in Polish and English.Proven track record of delivering programs in complex EU regulatory environments.Ability to manage conflict, solve problems, and lead large, diverse teams.Strong cultural adaptability to operate effectively across the EU environment.Thorough knowledge of aviation infrastructure standards, EU safety and sustainability regulations.High level of competency in program management systems, reporting, and technology applications.
