Job Description:

The National Security Directorate seeks a Program Directorate leader who will manage core MPO and USCYBERCOM business and programs within the Sector.    This role plans, directs, and controls all activities of a profit center through subordinate managers who, in turn, are responsible for the overall growth and profit objectives of their respective operations.

 

Provides direction and management for every phase of large projects within a program or the program as a whole, to assure on-schedule completion within or below budget and in accordance with contractual obligations. Ensures the program's project(s) or program as a whole, meets or exceeds goals established in these plans.

Specific Responsibilities

Assesses present and future needs, trends, problems, and identifies profit opportunities for all units within profit center.Ensures that approved policies and established objectives are clearly understood and effectively applied in all operating units within the profit center.Measures the results of each operating unit’s activities against established schedules and financial objectives. Takes appropriate remedial action as necessary.  Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the programs/contracts.Reviews and evaluates contracts, appropriations, expenditure requests, submitted by subordinate managers.Reviews
and appraises performance of subordinate managers and recommends compensation changes as appropriate.Ensures that the organizational structure of each operating unit is efficiently planned and adequately and competently staffed.Collaborates with Business Development, leadership and CTO to market and secure additional work with client, foster pipeline for pursuits.

Additional Requirements of this role include managing some portion of direct program management and operations. 

Establishes the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria.Drives Negotiations and changes to the scope of work with the client and key subcontractors.Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work that meets mission directives.Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a program.Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.Acts as the Company representative with the client and selected subcontractors during the program execution.Establishes weekly meeting to review project status and formulate action items.Performs other responsibilities associated with this position as may be appropriate.

Skills and Competencies

Advanced leadership skills and solid ability to perform in a management capacity Excellent written and oral communications skillsThorough knowledge of industry practices and regulationsAdvanced knowledge of current technology and how it can be effectively utilized on the project Proven ability for managing a large group of personnel within field of expertise and providing direction for resolving complex issues, optimal program operations, work assignments.Ability to make effective presentations to senior management, must also be demonstrated.



Education and Typical Experience

Bachelor's Degree in Engineering or related technical/business field20+ years of related work experienceBroad general technical and business backgroundPrevious project management experience on similar or related large-scope project typesSignificant project management assignments at the Principal Project Manager level


Licenses and Certifications

Ability to meet Parsons’ project management certification requirements

 

Clearance Status

Must hold TS/SCI Full-scope Poly as network communications on MPO customer network is critical to role. Must have badge access to specified customer site @ Ft.Meade with ability to work in Parsons Annapolis Junction SCIF.Primary Job Location is Annapolis Junction MD; Secondary location as remote is possible.

Security Clearance Requirement:

An active Top Secret SCI w/Polygraph security clearance is required for this position.​

Salary Range: $186,800.00 - $357,100.00

This position is eligible for incentive compensation.
