Job Description:

Parsons is looking for an amazingly talented Program Director to join our team!

The Program Director will lead the overall delivery of a landmark, FIFA-compliant stadium project in Riyadh, acting as the single point of accountability for Parsons’ PMCM team. The role involves managing all program-level activities across planning, design management, construction supervision, stakeholder engagement, and interface coordination.

What Required Skills You'll Bring:

1. Leadership & Strategy

Serve as Parsons’ lead representative to the Client and key stakeholdersEstablish the program delivery strategy and oversee all PMCM workstreamsLead internal and external teams, ensuring clarity of responsibilities and alignment with program goalsDrive a proactive risk, schedule, and performance management culture

2. Stakeholder & Interface Management

Build trusted relationships with the Client, FIFA technical delegates, regulatory authorities, and adjacent project leaders within the wider development.Manage complex interface and integration challenges across design, construction, overlay, and operator readinessLead steering committee updates, executive reporting, and conflict resolution

3. Technical Oversight & Governance

Oversee peer reviews, constructability reviews, design assurance, and compliance validation across all stadium disciplines (structural, MEP, security, etc.)Champion safety, quality, sustainability, and innovation throughout the delivery cycleEnsure alignment with FIFA, Saudi Building Code design guidelines

4. Commercial & Contractual

Oversee project budgets, commercial reporting, and contract performanceCoordinate subconsultant performance and ensure alignment with Parsons' obligationsSupport variation management, claims defense, and value engineering efforts

What Desired Skills You'll Bring:

Bachelor’s degree in engineering, Architecture, or related field (Master’s preferred)20+ years’ experience in large-scale program management, including stadiums or mega-projectsProven delivery experience on FIFA-compliant or equivalent Tier 1 sports venuesStrong knowledge of PMCM delivery models and international consultancy frameworksGCC experience strongly preferredExperience managing multidisciplinary global teams and JV/subconsultant structuresPMP, RICS, or equivalent professional certifications a plusStrong command of both design and construction supervision best practicesTrack record of delivering under tight timelines and high public scrutinyAbility to align international partners and adapt to evolving project dynamicsDeep understanding of stadium operations, overlay, and tournament-readiness planning
