Program Delivery Manager

Insight Global is seeking a Program Manager to join a large product development project currently underway as part of a comprehensive behavioral health modernization effort. This project is being led by one of the top technology consulting firms, and the project focuses primarily on engineering and project management services. This individual will be responsible for ensuring the successful delivery of program goals through coordination with cross-functional teams, timeline management, resource and risk management, and fostering a collaborative environment. They will continuously identify friction, simplify workflows, resolve dependencies, ensure release readiness, track metrics, communicate progress to stakeholders, and accelerate momentum across our organizational flywheel. The ideal candidate will have demonstrated experience aligning processes with organizational objectives, drive project success and empower teams to achieve their goals effectively.
Additional responsibilities include:
Define program goals, manage cross-team dependencies, and align stakeholders to ensure successful delivery of software products.
Champion Agile methodologies (e.g., Scrum, Kanban), facilitate ceremonies (stand-ups, sprint planning, retrospectives), and drive continuous improvement across teams.
Identify, track, and mitigate risks or blockers that could impact program timelines, quality, or scope.
Serve as the primary communication bridge between engineering, product, and business teams, providing clear updates on progress, priorities, and changes.
Monitor key performance indicators (KPIs), track program health, and deliver regular status reports to leadership and stakeholders.
Work with teams proactively identify waste, process improvements, and team improvements and develop an evolving strategy to help meet the objectives.
Facilitate Product and Engineering meetings (i.e., Team of Teams) for each product line to empower teams to raise risks and collaboratively create solutions to impediments, risks, and challenges to DHCS goals and objectives.
Ensure improvements are iterative, measured in compounded gains, not hero moments.
Work with stakeholders to ensure room to work with Coaches and COEs and provide visibility and transparency to customer on initiatives and efforts that would help to increase overall performance.
Facilitate successful staffing and onboarding to ensure new resources are onboarded and effective promptly.
Collaborate with PdM and PO to ensure the planning process is continuous.
Schedule and facilitate OKR planning sessions, retrospective evaluations, and progress check-ins.
Perform financial reporting, including creating estimates for resources and budgeting.
Create projections based on team performance, costs, and resource availability.
Coordinate release schedules, ensuring all engineering, security, quality, and operations-related activities are completed prior to each release.
Track release forecasts using burndown rates and adjust plans as necessary to stay on track.
Manage project scope, roadmaps, and resources, ensuring alignment with objectives.
Maintain clear, proactive, and consistent communication with stakeholders, providing timely updates on timelines, risks, and progress.
Travel quarterly to Sacramento for collocation events with customer and teams, especially leadership summits.
