Job DescriptionAECOM is seeking a Senior Program Controls Manager to join our Mid‑Atlantic team in Baltimore, MD. This leader will oversee large, complex, and strategically significant programs—driving integration across multiple projects, strengthening coordination, and ensuring alignment with program goals. The role provides senior‑level oversight of program controls, manages interdependencies and risks, and streamlines processes to improve performance. And will guide project controls teams, optimize resource allocation, resolve conflicts, and deliver clear, actionable communication to stakeholders and senior leadership.
The responsibilities of the Senior Program Controls Manager include the following:
Manages and coordinates Program Controls for programs that are large to very large in size, are of high strategic value and/or have the highest level of execution complexityProvides senior-level oversight for Program Controls activities, ensuring alignment with the strategic objectives set by senior leadershipLeads the coordination efforts across multiple projects within the program, ensuring seamless integration and alignment with overarching program objectivesSpearheads initiatives to streamline processes and enhance collaboration between project teamsProactively identifies and addresses interdependencies between projects, employing advanced risk management strategies to mitigate potential issuesLeads conflict resolution efforts, utilizing a senior-level perspective to ensure optimal program performanceSupports the implementation of advanced resource allocation strategies, optimizing efficiency and productivity across the programFacilitates and implements innovative strategies to surpass program goals and contribute to organizational successProvides expert guidance and oversight to project controls teams, ensuring the effective management of individual project elementsFacilitates clear and concise communication between project teams, stakeholders, and senior leadership, providing insightful and actionable updates
Qualifications
Minimum:
BA/BS and ten years of related experience, or demonstrated equivalency of experience and/or education, including 2 years of leadership
Preferred:
Experience with Rail Transit and Surface Transportation programsExperience with integrating controls - scope, cost, risk, schedule, reportingExperience with multiple contractors concurrently and also with the CMAR project delivery methodExperience with PowerBI report tailoring for program specific needsAdditional InformationRelocation assistance is not available for this roleWe are interested in every qualified candidate eligible to work in the United States. Sponsorship may be available for current visa holders in the United States.The nature of the work requires full time work onsite in the Baltimore area
