Program & Business Development Manager (Water Sectors)

We are seeking a strategic and results-driven Business Manager with strong Program Management and Business Development expertise to lead our client’s Camarillo branch. This high-impact role is responsible for driving operational excellence, financial performance, and regional growth in alignment with our mission to be California’s most trusted water well and pump contractor. The ideal candidate will combine deep operational insight with a passion for building client relationships, expanding market presence, and executing complex, cross-functional programs. This a Direct hire job.
Salary: $150K
Key Responsibilities:
Program & Operational Leadership Oversee all branch operations, ensuring successful delivery of projects on time, within scope and budget. Act as Program Manager for high-value projects—managing milestones, risk, resource allocation, and stakeholder communications. Implement project management methodologies and tools, including EOS (Entrepreneurial Operating System), to standardize execution and reporting. Maintain accountability for safety, compliance, quality control, scheduling, logistics, and field operations. Business Development & Client Engagement Develop and execute a local business development strategy targeting municipal, industrial, and agricultural clients. Serve as a key point of contact for major accounts, driving long-term client satisfaction and repeat business. Leverage CRM tools to manage pipelines, track opportunities, and monitor market trends. Guide the team in crafting compelling proposals, presentations, and pricing strategies to win new business. Represent the company at community, industry, and networking events to elevate brand visibility and unlock growth opportunities. Financial Management Own full P&L responsibility for the Camarillo branch, including budgeting, forecasting, job costing, and performance reporting. Partner with Finance to ensure accurate billing, margin optimization, and financial accountability across all projects and initiatives. Strategic Initiatives Contribute to corporate growth initiatives, including new market entry, strategic partnerships, and potential M&A integrations. Support the development and execution of regional growth strategies, including future branch expansions. Collaborate cross-functionally with departments such as HR, IT, Fleet, and Safety to align branch operations with organizational goals. Team Leadership & Talent Development Lead and mentor a multidisciplinary team of project managers, engineers, field technicians, and administrative professionals. Champion a culture of safety, performance, and continuous improvement. Facilitate structured training, succession planning, and professional development to build a high-performing team. Required Qualifications: 10+ years of experience in program or operations management within water infrastructure, pump/well systems, or a related technical services environment. Proven experience in business development, key account management, and client engagement. Bachelor's degree in Engineering, Business, Construction Management, or related field. Demonstrated leadership in managing cross-functional programs with complex deliverables and stakeholders. Strong financial acumen, with experience managing budgets, forecasting, and performance metrics. Proficiency in Microsoft Office Suite, CRM, ERP, and project management tools. Excellent written and verbal communication, decision-making, and leadership skills. Preferred Qualifications: Experience implementing EOS or other business operating systems. Background leading regional operations or scaling business unit performance. Familiarity with California’s regulatory and environmental water sectors across municipal, industrial, and agricultural markets.
