Description of Job
Division of Gaming:
Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.
What we do:
+ Processing license applications and collect fees.
+ Conducting background investigations of applicants.
+ Criminal and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.
+ Conducting criminal investigations into unlicensed and criminal activities within casinos.
+ Conducting compliance inspections.
+ Providing educational services to licensees and the public.
A typical day of a Program Assistant II:
This position conducts compliance inspections and investigations of alleged violations of Colorado Gaming Statutes, rules, and internal controls and minimum procedures to determine if administrative/disciplinary action is warranted. This position acts as an auxiliary licensing and front office administrator for the field office. The position is responsible for answering phones, transferring inquiries, processing visitors, accepting and processing applications, receiving payment for services, maintaining records, and handling customer service as well as assisting the Agent in Charge. This position will also perform duties that may not be present as assigned by the appointing authority or supervisor.
Primary Duties:
Administrative & Management Support
+ Position is responsible for the allocation of purchases made on State issued credit card/or ProCard while ensuring the procurement procedures and authorization procedures are followed.
+ Prepare purchase requests, purchase orders, and invoice authorization forms, sort incoming supplier invoices and payment requests, code invoices and obtain authorization for payment. They will in turn file all invoices, payments, and receipts, schedule and track building maintenance.
+ Prepares the Commission Room for meetings. Keep the office signage updated, clean, and laminated. Retrieved from the Post Office and distributed all mail. Coordinate all FedEx, UPS, and USPS Certified Mailings.
+ Assist the Agent in Charge with special project assignments and perform administrative duties for the office, including maintaining the timesheets, staff scheduling, typing correspondence, taking meeting minutes, and opening/prioritizing the mail.
+ Assists in personnel management activities; maintains records and coordinates orientation/training for newly hired and current staff as needed. Promptly receive and assist all people who arrive at the Gaming Office lobby, with courtesy and professionalism.
Occupational Licensing
+ Perform licensing application processing. Scheduling appointments for applicants.
+ Position will perform license application processing, conduct background checks to determine the statutory and regulatory suitability of applicants for an occupational license, fingerprint applicants and ensure fingerprints meet CBI/FBI standards for classification, and data entry into the Division’s licensing database programs.
+ Additionally, the position will run background checks on applicants, including NCIC, CBI name check, Gentax, Experian, courts, etc, interview and consult applicants with problems that would prevent suitability in order to gain compliance with suitability requirements, suggest final recommendation of suitability for occupational licenses, talk to applicants with problems in order to gain compliance with suitability requirements, and finally recommend final determination of suitability.
+ Position will electronically fingerprint applicants for the criminal background check, take a photo, and print the physical license. The application will be scanned and uploaded into the licensing software system.

MINIMUM QUALIFICATIONS:
Experience Only:
Five (5) years of relevant experience in experience performing high-level programmatic assistance to
include providing general administrative support (tasks typically performed by secretaries,
office clerks and/or administrative assistants), The experience must clearly demonstrate
data gathering for use in descriptive analysis as well as providing programmatic support to
both internal and external customers.

Education and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years

Special Qualifications:
+ Applicants must successfully pass a background investigation and a tax check prior to appointment to position in the Gaming Division.
+ Must possess and maintain a valid Driver's License (at the time of application).
Preferred Qualifications:
The preferred candidate will possess the following qualifications:
+ Experience interpreting and applying statutes and regulations.
+ Experience working in a highly regulated industry that prioritizes public safety.
+ Preferred applicants will possess more than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
+ Experience in public sector or interacting with government organizations.
+ Outstanding candidates will have recent experience with: investigations involving public safety and researching databases.
+ Proficiency in Google Suite.
+ Proficient in Microsoft Word and Excel.
+ Experience with the MyLO and Gentax databases.
+ Excellent oral and written communication and interpersonal skills.
+ Proven success prioritizing, organizing and tracking workload.
Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .
