Responsibilities Management Serves as the subject matter expert providing oversight, development, and administration of Marine Corps SkillBridge and Credentialing Programs and its mission, goals, and objectives. Develops policies and procedures for Installations that support effective execution of SkillBridge and Credentialing programs to individuals and organizations to promote successful career, technical, personal, and social development goals. Liaison between installation, command and HQMC personnel on strategic, marketing, and organizational development initiatives. Researches and evaluates Credentialing and SkillBridge programmatic challenges and provides guidance and advisory recommendations for corrective actions at the installation and command level. Conducts quantitative program evaluations to provide recommendations on functional effectiveness of the programs, practices, operations, productivity, and efficiency. Work schedules may fluctuate to complete assignments outside of the typical work week and work hours. Travel will be required. Analysis and Evaluation Evaluates and interprets SkillBridge and Credentialing performance data utilization (qualitative and quantitative) monitoring trends and opportunity areas for uniformity of data reporting; performs operational audits and process improvements to analyze program and support strategic and procedural effectiveness, to identify and clarify issues and concerns, and determines the appropriate courses of action to positively affect transition. Recommends new approaches designed to make desirable changes in program administration and operations. Identifies program documentation requirements and operational procedures. Performs and oversees performance of research and fact-gathering assignments to provide background information, exchange ideas and discuss application of new knowledge and procedures. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements. Contracts Serves as the appointed HQMC Contract Officer Representative (COR) for administration and management of the COOL website, credentialing vouchers and labor support. Reviews, updates, and coordinates project status with contractors and project stakeholders. Administers total program activities and support for administration, financials, and reports. Develops and implements best practices and lessons learned tools for program execution and management. Proactively manages changes in program scope, identifying potential risk and devises contingency plans. Budget Monitors the operating budget for the program; coordinates with finance to ensure payments are made to support contracts. Computes financial data and statistics to prepare reports and forecast budgets for execution, and short- and long-range plans. Compares current and historical data to determine trends and anticipate future requirements. Performs other related duties as required Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor¿s degree (Master¿s preferred) in a related field appropriate to the work of the position AND three years of experience in the occupation, or a related field, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Skill in applying a wide range of concepts, principles and theories relating to one or more of the social or behavioral science, education, or human resources. Demonstrated knowledge and experience related to principles, practices, and operation of program management (SkillBridge and Credentialing); Knowledge and experience related to transition readiness services, curriculum development, policy development, implementing processes and procedures, data analysis and resources to positively impact delivery of services that assist Marines seeking career or technical training. Knowledge of human behavior and performance to recognize how individual difference in ability, personality, interests, learning and motivation impact on the pursuit of career, transition and educational goals to effectively lead clients to accomplishment. Skills in establishing and maintaining effective working relationships using tact, diplomacy, and overall professionalism. Knowledge and skill to analyze and evaluate procedures and systems to optimize operation of SkillBridge and Credentialing programs. Skills to operate a personal computer, related equipment and various software applications and systems. Skills to collect, evaluate, and disseminate data and information; assess and measure trends, concerns, and needs of organizations and other serviced populations and identify and prioritize goals. Skills to communicate effectively, both orally and in writing, with a variety of stakeholders, and levels of command. Ability to prepare reports, conduct presentations, conduct annual training, and conferences. Knowledge and experience in fiscal operations related to budgeting, resource allocation and Program Objective Memorandum (POM) review are important. Knowledge in managing and oversight of contracts (experience as a COR preferred). This position is considered a Non-Critical Sensitive position and the incumbent must possess or be able to obtain and maintain a SECRET (Tier 3) security clearance to access an IT Level II information system.
