The primary purpose of this position, PROGRAM ANALYST, NH-0343-02 is to serve as a Program Analyst responsible for providing managers with objectively based information for making decisions on the administrative and programmatic aspect of agency operations and management. Responsibilities - Provide substantive management support services in the areas of program cost analysis, annual and multi-year fiscal planning, development of annual work plans(s) and/or commercial activity for organizations whose operations are interrelated and fairly stable in nature. - Assist managers with the preparation of detailed plans, budgets, and schedules for assigned programs and/or fiscal planning and programming. - Perform the full range of conventional office support duties requiring knowledge and skill in analytical and office administrative methods, practices, procedures, regulations, policies and processes. - Carry out special assignments as directed. - Execute project support tasks such as processing invoices within WAWF, developing and providing project financial status reports, and maintaining and updating reporting databases and briefing materials. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GENERAL EXPERIENCE: Applicants must have at least three (3) years of progressively responsible general experience, one year of experience which is equivalent to at least a grade level (GS-04), pay band (NH-01), or equivalent and at a level close to the work of this position that has given them the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. General experience is described as analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. OR EDUCATION SUBSTITUTION: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree. This education has been obtained in an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, post-high school education and experience may be used to meet total qualification requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of program analysis policies, methods, and processes, to include planning, analyzing, and evaluating the effectiveness of construction programs. 2. Knowledge of missions, functions, goals and objectives to include sources of funding pertinent to Division programs. 3. Knowledge of automated data processing concepts and systems capabilities to accomplish budget and funding tasks. 4. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to construction. 5. Skill to develop innovative and feasible solutions to complex issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
