Professional School Senior Associate Dean for Administration **POSITION DETAILS** The City University of New York (CUNY) Graduate School of Public Health and Health Policy (SPH) is committed to teaching, research and service to create a healthier New York City and to promoting equitable, efficient, and evidence-based solutions to pressing health problems facing cities around the world. CUNY SPH offers a range of innovative master's and doctoral degree programs and conducts applied research and community programming with a focus on improving urban, national, and global population health and equity. With an annual tax-levy budget of $30M and $30M in grants, SPH enrolls approximately 1000 masters, doctoral and certificate students each year. Since its inception as an independent graduate school in 2016, CUNY SPH has risen to become the top-ranked public school of public health in New York City, New York State, and the tri-state region, and is now among the top 10% of schools of public health nationally. CUNY SPH is planning to move from its current location in Central Harlem to the new state-of-the-art Science Park and Research Campus (SPARC) in Kips Bay in 2030. SPARC will serve as an educational, life sciences, health care and public health hub for Kips Bay, New York City, and the metropolitan region. It will expand opportunities for population health, clinical, and laboratory-based biomedical research, as well as for educational, training, practice, and service partnerships for SPH faculty, students, and staff. CUNY SPH is seeking an experienced, dynamic, and innovative leader to serve as the Senior Associate Dean/Chief Operating Officer (COO). Reporting to the Dean and in partnership with school leaders, the COO will develop and enhance structures, strategic plans, and practices to support SPH’s mission, vision, goals, and priorities that will enable it to continue to thrive within a complex and ever-changing fiscal and policy environment. The COO is responsible for assuring effective administrative and resource management and fiscal stability through strategic leadership and oversight of the School’s finances, human resources, information technology, facilities operations and planning, public safety, marketing and other administrative services and functions. The ideal candidate will have extensive operational leadership experience, possess an understanding of the public health and graduate education landscapes, and be able to work effectively within a public sector environment, characterized by shared governance, evolving federal, state, local and university policies, and regulations, and both centralized and decentralized administrative structures and functions. **Key Responsibilities include, but are not limited to:** + Designing and implementing administrative and operational structures and processes to support the School's strategic vision, mission, and goals. + Planning and directing the school's administrative operations, including budget and finance, human resources, information technology, facilities operations and planning, public safety and marketing. + Executing systems to assure effective coordination and integration of administrative services for the School. + Overseeing the successful implementation of CUNYWork (Workday). + Assessing the School's administrative operations and implementing improvements, as needed. + Promoting a culture of organizational excellence and efficiency through continuous quality improvement, innovation, and effective change management. + Providing leadership and oversight for key administrative functions, including + Developing and implementing financial planning, budgeting, and analytical tools to optimize resource allocation and guide decision-making; and assuring the provision of financial management and business services, with appropriate controls over budget, bursar operations, purchasing, travel, accounting, asset management, risk management, and regulatory compliance. + Assuring the delivery of high-quality human resources services and functions, including faculty and staff recruitment, hiring and on-boarding, professional development, employee relations, benefits administration, employee recognition, payroll, and compliance with labor and personnel policies. + Providing leadership and oversight for campus information technology amd services to support academic, research and administrative functions, including enterprise systems, cybersecurity, academic and research computing, helpdesk support, infrastructure, data analytics, and IT governance and compliance. + Providing leadership and oversight for facilities operations, including campus maintenance and operations, space allocation, event logistics, sustainability, and environmental health and safety; and overseeing facilities planning, with a focus on the planned move to SPARC Kips Bay, in coordination with University and other campus leaders. + Overseeing public safety operations, security services, and emergency preparedness functions to maintain a secure learning and working environment and to ensure that the School is resilient and able to effectively support operations during and after emergency situations. + Providing leadership to the school’s marketing efforts to assure that branding and marketing messages and strategies are comprehensive, cohesive, and timely and align with Schools mission and vision. + Assuring alignment of all administrative units and functions with the School’s and University’s Strategic Plan. + Other duties, as assigned by the Dean. **QUALIFICATIONS** This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. **Preferred Qualifications:** + An advanced degree in Business Administration, Public Administration, Public Health or a closely related field. + Ten or more years of progressively responsible leadership experience in administrative and financial management, preferably in a complex higher education or public-sector setting. + Demonstrated success in analyzing administrative systems, identifying potential improvements, achieving consensus on a course of action, and effectively implementing initiatives to strengthen operational efficiency, accuracy and customer service. + Experience designing, implementing and managing enterprise resource planning (ERP) systems. + Experience managing complex budgets and aligning resources with School priorities. + Extensive personnel management experience in collective bargaining environments and shared governance structures. + Experience leading IT modernization, digital transformation, and information security initiatives. + Knowledge of applicable compliance, regulatory frameworks, risk management, and business continuity planning. + Commitment to diversity, equity, and inclusion in leadership and hiring. + Demonstrated ability to effectively negotiate and reach consensus with a broad range of stakeholders. + Excellent written and oral communication and diplomatic skills. + Exceptional organizational and administrative skills. + Ability to successfully manage multiple initiatives and competing priorities within a fast-paced environment. + Ability to lead with integrity, and a collaborative spirit.
