Description
Preference will be given to Product Manager candidates with the following specific skills and expertise:
• Past experience with Product Operations and Development, including Discovery, user research, design consultation, and product strategy;
• Expertise in driving digital product strategy, ensuring alignment with overall institutional objectives and stakeholder needs;
• Experience coaching technical teams in Agile Product Management and iterative product delivery best practices;
• Creating and managing detailed product roadmaps, prioritizing features, updates, and new product initiatives based on stakeholder feedback, usage trends, and institutional goals;
• Skilled at organizing and managing product backlogs, user stories, and developer issues in common product management tools like Clickup and GitLab;
• Experience leading and training others to lead common agile ceremonies such as Sprint Planning, Refinements, Daily Standups, Team Retros, and Sprint Demos;
• Demonstrated capability to communicate product vision, updates, and performance metrics to stakeholders, including upper leadership, ensuring transparency and alignment with leadership priorities;
The House Digital Service (HDS) provides research, design, prototyping and delivery of digital products and services for the House of Representatives, focused on the modernization of legacy processes and systems. This Task Order is intended to enhance the HDS team’s capabilities and take on several new projects, including:
Constituent Engagement: With growing constituencies and finite resources, Members are consistently seeking innovative technology solutions that improve their ability to best serve their constituents. Conversations about how to garner greater innovation around citizen engagement have long focused on how offices intake, process, and utilize constituent data. The CAO would like to explore a path focused on building a constituent data ecosystem that promotes security, Member choice, and greater innovation surrounding Members’ citizen engagement. The new ecosystem will provide a modular framework for vendors and institutional technology providers to build innovative services that meet the growing needs of Members and citizens.
Committee Records: The House Office of Art and Archives (OAA) is responsible for preserving the historical records of Committees of the House. Currently, OAA receives many committee records in paper form, and many digital records are provided on hard drives or USB drives. OAA has asked for HDS to help to explore options for a digital-first record-
keeping and archival system that would make it easier for them to catalog and store these records and to facilitate their transfer to the National Archives. The vendor team will research and design possible solutions, including both custom in-house development of a solution or COTS/GOTS options, and recommend an approach.
DELIVERABLES
The initial twelve-month Research and Design Discovery Phase deliverables are:
• Conduct stakeholder research and produce a comprehensive report on the current landscape and greatest concerns around constituent engagement for each stakeholder group (Members, staff, and constituents) and recommendations that prioritize potential new services that don't yet exist.
• Fully map the service layer that encompasses current constituent engagement products such as CMS, tele-townhalls, and text messaging to produce journey maps, architectural diagrams, documentation, and recommendations.
• Conduct technical discovery and produce recommendations for the best approach to building a constituent engagement platform, including aggregation of constituent communications data, best practices for storing, managing, and securing that data, and building and maintaining integration APIs and interchange formats.
• Conduct stakeholder research and produce a comprehensive report on the archival challenges faced by committee staff and the Office of Art and Archives, including recommendations on process and service improvements to streamline the preservation of committee records.
• Conduct technical, market, and stakeholder research to identify the best technical approach for a digital record-keeping and archival system to facilitate the efficient transfer of records from committees to OAA and from OAA to the National Archives. Produce a detailed report on the options considered, pros and cons of each, and a final recommendation.
• Create an implementation plan and backlog for the recommended solutions including recommended staffing, licensing costs (if any), operations and maintenance requirements, and future support needs.
• Additional Product, Design, and Research tasks as needed to support other HDS projects and products.

4.1 The base period of performance (POP) is for a 12-month Labor-Hour Research and Design Discovery Phase.
4.2 Depending on the result of the discovery phase, the House may exercise one or both of two 12-month Labor-Hour option periods for additional Product and UX support.
4.3 The anticipated period of performance dates are as follows:
Base Period: September 30, 2025 – September 29, 2026
Option Period One: September 30, 2026 – September 29, 2027
Option Period Two: September 30, 2027 – September 29, 2028
Pay and Benefits
The pay range for this position is $60.00 - $80.00/hr.
