For more information, go to:Public Service Loan Forgiveness (PSLF) (https://sites.google.com/state.co.us/cdpheintranet/culture-strategy-equity-and-innovation/human-resources/current-employees/pslf-public-service-loan-forgiveness) Description of Job THE UNIT: This unit exists to protect human health and the environment by assuring the safe management of solid wastes at solid waste disposal sites and facilities through: ensuring proper storage, treatment and disposal of solid wastes; remediating contaminated facilities and sites; conducting inspections; and providing outreach to industry, governmental entities, and interested stakeholders via guidance development, training and technical and regulatory assistance. In addition, the unit collects, analyzes and reports on data associated with solid waste flow and materials management, recycling, and reuse within Colorado. The unit works with stakeholders to institute best practices to involve disproportionately impacted communities ABOUT THE POSITION:Under supervision and support by the unit leader and other senior EPS positions in the unit, this position exists to provide compliance assistance, conduct inspections, oversee compliance monitoring, oversee enforcement actions, and provide regulatory oversight with the producer responsibility program for statewide recycling. WHAT YOU WILL BE DOING: + Under supervision trains to conducts comprehensive regulatory inspections and complaint investigations associated with producers, the producer responsibility organization, and individual program plan(s) to ensure compliance with solid waste regulations, HB 22-1355, and approved plans. + Performs investigations and oversight of producer records, PRO reports, and recycling operations associated with HB 22-1355 as necessary to verify and ensure compliance with approved, plans, the regulations, and the Act. Documents conditions of noncompliance. + Prepares concise and timely inspection reports and/or enforcement actions detailing the findings of the inspection and conducts appropriate follow-up activities. + Under supervision training on issuing compliance advisories and drafts technical portions of formal enforcement documents including administrative compliance orders from facts gathered during inspections. + Participates as a Department representative and member of the negotiation team, in compliance conferences and settlement conferences. + Negotiates technical requirements of enforcement agreements. + Calculates and recommends civil and administrative penalties. Serves as Department factual or expert witness in civil actions. Duty involves periodic in-state travel. + Under supervision training to develop appropriate guidance documents and provides technical assistance for producers, municipalities, counties, facility owners and citizens on the solid waste regulations, statutes and policy associated with the producer responsibility program criteria. Interprets and integrates the Colorado Solid Waste Regulations with specific emphasis on the producer responsibility requirements. + Interprets regulations and determines applicability to specific producers and facilities covered under the program. Develops, researches and implements technical guidance documents related to extended producer responsibility, material collection, education and recycling facility operations. + Participates in public meetings and hearings for the purpose of providing information about proposed actions, answers citizens’ concerns, resolves regulatory and technical issues, and justifies the state’s position. + Provides technical guidance to the advisory board, the public, producers and facility operators on recycling, material reuse, extended producer responsibility methods and models, solid waste storage methods, treatment and disposal alternatives. + Supports the producer responsibility program technical lead with administrative tasks for the producer responsibility advisory board. + Under supervision trains to quantitatively analyze data to evaluate and develop reports with other associated scientific, economic and environmental data to determine the technical and regulatory adequacy. Work Experience: Five (5) years of relevant experience in regulatory compliance, conducting field or environmental records inspections, or environmental auditing and enforcement related activities related to environmental protection or in an occupation closely related to the work assigned. Education and Work Experience: A combination of related education from an accredited institution in environmental or public health o r a field of study closely related and/or relevant experience in regulatory compliance, conducting field or environmental records inspections, or environmental auditing and enforcement related activities related to environmental protection or in an occupation related to the work assigned position equal to five (5) years. *This experience must be substantiated within the Work Experience section of your application.
