Procurement Specialist

The Procurement Specialist supports City departments through the full purchasing process, ensuring efficient, compliant, and cost‑effective procurement. This role manages vendor relationships, oversees contracts, and maintains accurate purchasing records while promoting fair and inclusive competition.

Key ResponsibilitiesServe as liaison between City departments, vendors, and residents.Assist departments in identifying needs and preparing purchase requests.Procure supplies, equipment, construction services, and other goods.Compare pricing and products to ensure best‑value purchasing.Issue purchase orders and maintain purchasing documentation.Manage vendor relationships, contracts, renewals, and performance issues.Support departments with specifications, invoices, payments, and deliveries.Track inventory, cost savings, minority‑business participation, and budget data.Maintain approved vendor lists and manage surplus property.Ensure compliance with federal, state, and local procurement laws.Perform related duties as assigned.QualificationsBachelor’s degree in Business Administration or related field, plus 2–4 years of procurement experience, or equivalent combination.Preferred: Certified Professional Public Buyer (CPPB).

This is a Contract position based out of Portsmouth, VA.

Pay and Benefits

The pay range for this position is $38181.00 - $55000.00/hr.
