Key Responsibilities
End-to-End Procurement Management: Plan and execute procurement of materials, services, and subcontractors for public infrastructure projects (roads, utilities, public buildings). Ensure compliance with project requirements and quality standards.Bidding & RFP Response: Prepare bid packages and develop comprehensive proposals for government RFPs. Draft specifications, coordinate submission schedules, and ensure compliance with procurement regulations.Contract Negotiation & Administration: Negotiate favorable terms with vendors and subcontractors. Manage contract execution, amendments, and change orders throughout the project lifecycle.Budget & Spend Management: Oversee multi-million-dollar contract budgets. Implement cost control measures, track expenditures, and provide regular reporting on spend vs. budget.Supplier Management: Identify, evaluate, and onboard suppliers meeting public sector standards. Maintain strong vendor relationships and negotiate bulk purchase agreements for cost efficiency.Compliance & Documentation: Ensure adherence to Alberta procurement laws and trade agreements. Maintain thorough documentation for audits and reporting, including bid evaluations and vendor selection justifications.Cross-Functional Coordination: Collaborate with project managers, engineers, finance, and legal teams to align procurement timelines with project milestones.Performance Monitoring: Track supplier performance and procurement schedules to avoid delays. Conduct post-project evaluations for continuous improvement.Required Qualifications5+ years of experience in procurement, sourcing, or contract management2+ years supporting public‑sector or large‑scale infrastructure projectsDemonstrated experience managing the full RFX lifecycle, including RFIs, RFPs, bid evaluations, and contract awardsProven ability to manage high‑value contracts (e.g., $15M+ Total Installed Cost), including lump‑sum and negotiated agreementsStrong working knowledge of public‑sector procurement policies, compliance requirements, and governance frameworksExperience using public tendering or e‑procurement platformsAdvanced negotiation, stakeholder engagement, and written communication skillsProficiency with procurement systems, document management tools, and standard office softwareStrong organizational, planning, and project management capabilitiesCore Competencies & Soft SkillsHighly detail‑oriented with the ability to manage tight deadlinesAdaptable and comfortable working in complex, regulated environmentsDemonstrates integrity, sound judgment, and a commitment to fair and transparent procurement practicesPreferred / Nice‑to‑Have QualificationsPost‑secondary education in Supply Chain Management, Business, or a related fieldExperience managing multiple RFP or sourcing initiatives concurrentlyVendor performance management and supplier relationship management experienceBackground supporting bid and proposal development in response to competitive solicitationsJob Type & Location
