Main Functions
The Procurement Quality Coordinator is responsible for implementing the Project Quality Plan within the assigned scope of work. Key duties include: Establishing and managing Interface Management processes and procedures. Monitoring procurement activities to ensure compliance with approved processes and procedures. Ensuring inspections are conducted by qualified personnel in accordance with Suppliers' approved Inspection and Test Plans (ITPs). Attending selected pre-inspection meetings with Suppliers of critical materials or equipment. Implementing the Procurement Surveillance Program as per the approved Surveillance Plan. Providing feedback on supplier performance to the owner of the Qualified Supplier List (QSL).
Tasks and Responsibilities
For Long Lead Equipment Purchased by the Company Review purchasing documents to ensure quality requirements are included. Coordinate inspection activities with Suppliers. Conduct selected pre-inspection meetings for critical materials or equipment. Coordinate and monitor inspection personnel through approved third-party agencies. Identify non-conformances, verify approved dispositions, and steward non-conformances to closure. For Company Procured Equipment Oversee the Contractor's implementation of procurement processes and procedures by executing the Procurement Surveillance Program, which includes: Performing assessments and verifications in line with the approved Surveillance Plan. Reviewing and approving Contractor procurement procedures and monitoring Contractor performance. Participating in the qualification of proposed Subcontractors or Suppliers. Reviewing Request for Quotation (RFQ) packages and bid proposals. Evaluating key Supplier quality plans, procedures, and ITPs. Attending selected Supplier meetings and witnessing/holding critical points (e.g., pre-award, pre-inspection, in-process, Factory Acceptance Tests). Reviewing and approving Contractor's source inspector selection and inspection assignments. Monitoring Contractor's source inspection activities and reviewing ITPs and Factory Acceptance Testing (FAT) schedules for Project Team (PT) involvement. Reviewing critical source inspection reports based on risk ratings. Ensuring Contractor's Supplier surveillance aligns with criticality ratings. Tracking and closing deficiencies and corrective actions. Collaborating with Contractor's Quality personnel to resolve issues per Project requirements. Address quality feedback from sites regarding received materials and equipment. Coordinate with sites on logistics quality activities. Identify the need for supplemental source inspections and issue monitoring assignments as required. Advise and update the Project Site Lead and PT on quality issues, status, and metrics.
Skills and Qualifications Previous experience in a closely related role. Background in project construction or quality assurance/control for engineering, procurement, or construction activities. Technical training or high school diploma; technical discipline certifications are a plus. Willingness and ability to travel (domestically or internationally) to project sites as needed. Prior experience as a Procurement Quality Coordinator for an Owner/Operator on major capital projects is preferred.
