Procurement Manager
Procurement Manager – Capital Projects Location: Tulsa, OK Employment Type: 1‑Year Contract‑to‑Hire Travel: 25–40% (primarily local, with occasional multi‑day trips) Client: Aston Carter Partner Organization Overview Aston Carter is partnering with a leading organization in Tulsa to hire a Procurement Manager to support major capital construction projects across North and South America. This is a high‑visibility role with ownership of the full procurement lifecycle—from early strategy through contract close‑out. You will work closely with Project Managers, Engineering teams, EPCm partners, and global suppliers to influence project outcomes and ensure alignment with safety, schedule, cost, and quality objectives. This is a 1‑year contract‑to‑hire opportunity with strong potential for long‑term placement. Compensation is flexible and may exceed the posted range depending on experience. Key Responsibilities + Lead end‑to‑end procurement strategies across multiple capital projects + Manage competitive tenders: prepare bid packages, run bid events, evaluate proposals, and award contracts + Negotiate commercial terms for long‑lead equipment, services, and full project scopes + Partner with Project Managers, Category Managers, Engineering teams, EPCm firms, and suppliers + Oversee vendor and contractor performance, manage claims, and mitigate risk proactively + Track project cash flow, commitments, and procurement KPIs + Maintain transparent documentation to support audits and governance requirements + Manage procurement activities for multiple concurrent projects ranging from $1M–$50M + Collaborate with global suppliers and internal buyers across regions + Travel as needed for supplier meetings, site visits, and project support Travel Expectations + 25–40% travel, currently mostly local + Occasional out‑of‑state trips (3 days to 1 week) + Ideal for candidates who enjoy onsite engagement and field collaboration Required Experience + 5+ years of construction or CapEx procurement experience, including full‑cycle contracting + 3–5 years supporting multi‑million‑dollar capital projects + Tendering, proposal evaluation, negotiations, and contract awards + Ability to manage multiple priorities independently within a matrixed organization + Solid understanding of contract terms and commercial negotiation + Advanced spreadsheet and data‑analysis skills Preferred Qualifications + Experience supporting construction projects and local market sourcing + Familiarity with SAP, ERP systems, and vendor management tools + Experience collaborating with engineering and project teams across regions + Flexibility to adapt to changing project demands and travel requirements Job Type & Location This is a Contract position based out of Catoosa, OK. Pay and Benefits The pay range for this position is $50.00 - $75.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
