Procurement Manager – Capital Projects

Location: Tulsa, OK

Employment Type: 1‑Year Contract‑to‑Hire

Travel: 25–40% (primarily local, with occasional multi‑day trips)

Overview

Aston Carter is partnering with a leading organization in Tulsa to hire a Procurement Manager to support major capital construction projects across North and South America. This is a high‑visibility role with ownership of the full procurement lifecycle—from early strategy through contract close‑out. You will work closely with Project Managers, Engineering teams, EPCm partners, and global suppliers to influence project outcomes and ensure alignment with safety, schedule, cost, and quality objectives.

This is a 1‑year contract‑to‑hire opportunity with strong potential for long‑term placement. Compensation is flexible and may exceed the posted range depending on experience.

Key ResponsibilitiesLead end‑to‑end procurement strategies across multiple capital projectsManage competitive tenders: prepare bid packages, run bid events, evaluate proposals, and award contractsNegotiate commercial terms for long‑lead equipment, services, and full project scopesPartner with Project Managers, Category Managers, Engineering teams, EPCm firms, and suppliersOversee vendor and contractor performance, manage claims, and mitigate risk proactivelyTrack project cash flow, commitments, and procurement KPIsMaintain transparent documentation to support audits and governance requirementsManage procurement activities for multiple concurrent projects ranging from $1M–$50MCollaborate with global suppliers and internal buyers across regionsTravel as needed for supplier meetings, site visits, and project supportTravel Expectations25–40% travel, currently mostly localOccasional out‑of‑state trips (3 days to 1 week)Ideal for candidates who enjoy onsite engagement and field collaborationRequired Experience5+ years of construction or CapEx procurement experience, including full‑cycle contracting3–5 years supporting multi‑million‑dollar capital projectsTendering, proposal evaluation, negotiations, and contract awardsAbility to manage multiple priorities independently within a matrixed organizationSolid understanding of contract terms and commercial negotiationAdvanced spreadsheet and data‑analysis skillsPreferred QualificationsExperience supporting construction projects and local market sourcingFamiliarity with SAP, ERP systems, and vendor management toolsExperience collaborating with engineering and project teams across regionsFlexibility to adapt to changing project demands and travel requirementsJob Type & Location

This is a Contract position based out of Catoosa, OK.

Pay and Benefits

The pay range for this position is $50.00 - $75.00/hr.
