Procurement Manager

We are looking for a Procurement Manager who will elevate this role to a strategic level — not just execution, but real cost optimization, supplier development, and process efficiency. The role has a direct impact on the company’s financial performance and requires close collaboration with technical, financial, and operational teams, with direct reporting to the General Director.

About the Role

This position is not an execution role — it is a role focused on architecture and optimization. The Procurement Manager we are looking for builds processes, not just follows them; identifies efficiency opportunities where others see transactions; makes data-driven decisions and confidently stands behind them in front of executive leadership.

Key Responsibilities

Procurement and Negotiation

Negotiating contracts and competitive commercial terms with local and international suppliers Organizing procurement procedures (RFQ, RFP, tenders) and evaluating offers both technically and financially together with internal teams Developing strategic supplier relationships and monitoring supplier performance (quality, cost, delivery timelines) Managing imports and the relationship with customs authorities

Cost Optimization and Strategy

Developing and implementing the company’s procurement strategy Identifying cost-reduction opportunities through TCO analysis and market benchmarking Monitoring the procurement budget and reporting achieved savings to management Conducting market analysis and identifying alternative sourcing options Contributing to forecasting and financial planning processes

Inventory Management and Supply

Coordinating warehouses and optimizing inventory levels — avoiding both stockouts and overstocking Ensuring efficient supply flows and monitoring key performance indicators (inventory turnover, availability) Organizing quantitative and qualitative goods reception and periodic inventory checks Collaborating with other departments to ensure optimal supply planning

Processes and Reporting

Optimizing and standardizing procurement processes Ensuring proper document flow (PO, GRN/NIR, invoices) Preparing relevant management reports: costs, savings, suppliers, inventory Contributing to the digitalization of the department’s activities (ERP systems, automation)

European Funds

Monitoring funding opportunities (PNRR, EU Funds) and proposing relevant programs to management Ensuring compliance of procurement procedures within funded projects Collaborating with specialized consultants and managing authorities

Team Management

Coordinating and developing the procurement and inventory management team Setting individual objectives and clear KPIs Creating a performance-driven and compliance-oriented work environment

Candidate Profile

Higher education degree — Economics, Engineering, or Management Minimum 5 years of experience in procurement, including at least 2 years in a coordination role Proven experience in negotiating commercial contracts and supplier management Strong cost-optimization mindset and operational efficiency focus Experience with ERP systems English — intermediate to advanced level Experience with non-reimbursable funded projects is a strong advantage Experience in the construction industry preferred
