Responsibilities Coordinates with Business Process Analysts throughout the Procurement process area in their efforts to assist EBS end users, and capture any problems encountered by EBS end users. Reviews of internal controls covering the Procurement process and the overall supply chain; to include system interrogation, maintenance, and analysis of transactions for process specific information. Performs procurement process compliance, ensuring compliance with all applicable regulations for the Procurement process. Monitors Special Program Initiatives (SPI), and testing efforts relative to incremental changes in the Procurement process. Demonstrates expert knowledge of contracting methods, concepts, governing policies, laws, precedents, and guidelines governing the Procurement process, such as the Federal Acquisition Regulation, DFAR, DLAD, FIAR guidance. Designs and leads complex studies of Procurement policies, procedures and programs including operational and system implementation. Analyzes complex data regarding past, present, and projected procurement process activity; recommends process improvements based on analyses and/or trends. Leads design and user acceptance testing activities for new LTC functionality and support testing for future system upgrades. Acts as Procurement lead for Procurement BPAs participating in Enterprise Resource Planning (ERP) Migration to Standard/Digital Business Transformation initiative. Leads future transformation efforts to deploy EBS to shipyards and DLR dets Requirements Conditions of Employment Qualifications To qualify for a Procurement Analyst, your resume must support: Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A" above. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut- off/closing date of the announcement. Creditable specialized experience includes: Using contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of contracting/procurement requirements to analyze and evaluate application of policies, procedures, and techniques. Understanding a wide range of work methods and processes, data management, operating procedures, and associated administrative operations impacting the procurement process. Building process interrelationships, process performance critical data, and performance metrics, which pertain to the Procurement process. Analyzing the effectiveness of the procurement process in meeting its performance targets and to recommend process improvements. Applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the procurement process area. Identifying risk, developing and implementing corrective actions for complex procurement process problems. Understanding the EBS Long-Term Contracting procurement system functionality and business capabilities to include ECC, SRM, Document Builder, Records Management, and Case Management. Recommending EBS system changes (design) and improvements to procurement process, specifically as it relates to Long-Term Contracting. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is being filled as Term appointment not-to-exceed (NTE) 2 years. Upon termination/expiration of the temporary assignment, placement will be either to the gaining or previous organization in accordance with DLA policy (DLAI 1442.04) regarding placement rights after a time-limited assignment. For all others, if selected, this would be a Term/Time-Limited Appointment NTE 2 years, and not more than six years. The selected applicant will be required to sign a written agreement acknowledging the conditions of this temporary assignment/appointment and that they may be released from this position upon management discretion.
