Process Commissioning Lead Engineer

Airswift is currently partnering with a global EPC company that is working on a cutting edge project in the carbon capture sector and now recruiting for a Process Commissioning Lead Engineer who will join their team in Paris for 12 months. The position will move to Teesside afterwards.
The Power, Capture and Compression (PCC) Project is planned to be built in the North-East of England. Net Zero in association with the Northern Endurance Partnership (NEP) intends to kick-start decarbonisation of the region industrial clusters and deliver the UK’s first zero-carbon industrial cluster, by capturing up to 10 million tonnes of CO2 emissions per annum from the mid-2020s.
The project consists of a large-scale CCGT power generation plant, with a post combustion carbon capture system for abatement. The abated power is dispatched into the UK grid, with the captured and conditioned CO2 entering high pressure compression which then feeds directly into the offshore pipeline for sequestration. The HP compression is sized at 4 MTPA to also accommodate the CO2 from additional emitters within the local gathering network. You will perform the following tasks:
The Process Commissioning Lead is responsible for the home office preparation and planning of PCCSU activities for the project, in accordance with contractual requirements, quality standards, allocated budget, project schedule and local regulations, and then later, to site execution of these activities. He/She is reporting to Commissioning Manager.
Main duties & responsibilities for Home Office Activities: Ensure preparation work is executed with quality and respect of PCCSU schedule, Budget and contract during EPC in PARIS OFFICE CENTER. Report any technical finding or potential safety issue to the CSU Manager. Coordinate with the different engineering disciplines involved in project design to ensure PC&C requirements are incorporated in detailed design. Write up and update of Precommissioning and Commissioning Strategies, procedures, method statements and technical studies. Incorporation of Project and Client comments if any. Elaborate Pre-commissioning and Commissioning sequence to align requirements and constraints (Utilities Tie-ins, line cleaning interfaces, blowing, functional prerequisites…). Elaborate Completion & Handover strategy Define scope by Construction Work Areas Perform Support systemization. Preparation of Technical studies for Key PCCSU activities such as Steam blowing, Cooling water commissioning, Refractory dry out, Fuel gas in, chemical cleaning etc… to review of estimate quantities to support call for bid for subcontractors/Specialized subcontractors. Preparation / Review of Scope of work for Pre-commissioning and Commissioning Subcontractors and Review of offers. Liaise with Company representatives, suppliers, subcontractors to ensure good cohesion and efficient communication between project teams Highlight any potential work process improvement or relevant lessons learns to improve quality of the work Note: The Process / Mechanical Commissioning Lead will work in daily collaboration with the PCCSU Commissining manager and PCCSU Discipline leads. Site visits to Teesside site in the UK and to Chinese Yard is to be considered during the course of the home office execution.
Main duties & responsibilities for Site Activities:
Ensure work is executed safely, in line with Safety, Schedule and Operations Management Systems. In particular, ensure that all major risks have been identified with appropriate mitigation are in place and communicated with the teams prior to execution. Effectively and efficiently manage resources, vendors and subcontractors to execute the tasks in accordance with priorities and the schedule Writing and approving mechanical isolation/de-isolation of systems for work execution. Review installation practices, participate in walk downs and review construction dossiers for final acceptance Utilize EASYPLANT (in house T.EN Completion Management Software), for the preparation, execution and monitoring of discipline Pre-Commissioning/ commissioning check sheets. Interface with Field Engineering and provide technical troubleshooting, advice and support during the pre- commissioning and commissioning activities. Support maintenance and preservation of equipment during the Onshore and Offshore Commissioning Phases of the Project. Ensure that temporary equipment and Commissioning consumables are available during the execution Phases of the Project. Ensure that Commissioning spares are identified, utilized and maintained during the execution of the Project. Prepare all required support documentation regarding site inspections for all team members.
REQUESTED QUALIFICATIONS The services to be performed by The SUBCONTRACTOR require the following skills and experience: Proven home office and site execution pre-commissioning & commissioning experience on a range of topics including process and utilities commissioning, operational testing, start-up of machinery, operation of machinery and plant – in particular: steam generating boiler, steam turbines and gas turbines and mechanical drives, static process equipment including heat exchangers, boilers, valves and piping and rotating equipment including multistage pumps, fans, compressors, diesel engines – plus experience in instrumentation and system, as well as in electrical (LV and HV). Proven team leadership in past projects team building and communication skills. Ability to coach and mentor less experienced team members Strong interpersonal and communication skills, Fluent English and strong communication skill. Knowledge of the softwares: MS Offices, PDF, 3D model tools, Easyplant Practical-minded with excellent organization/ leadership and interpersonal skills. PROCEDURES - METHODOLOGY Project Procedures, the State of Art, as well as the Quality Procedures applicable to the relevant project, shall be implemented.
